Contexte :

TREE AID est une organisationde développement établie en 1987avec le siège britannique. Présente au Burkina Faso, Mali, Ghana, Niger et Ethiopie, TREE AID a pour objectif de réduire la pauvreté et protéger l’environnement dans les zones arides d’Afrique en aidant les populations rurales les plus pauvres à générer des revenus à partir de l’arbre, tout en leur apportant un appui pour la gestion des ressources naturelles.

TREE AID  recherche des candidatures pour le recrutement au poste de  Country Programme Manager / NIGER.

Il/Elle aura principalement comme objectifs :

  • Développer le Programme NIGER en accord avec le plan opérationnel de TREE AID, la réserve de projets et le plan d’action institutionnel de collecte de fonds ;
  • Coordonner et suivre la mise en œuvre de toutes les activités des  projets TREE AID au NIGER ;
  • Gérer les relations contractuelles et de reporting avec les partenaires locaux de mise en œuvre dans les limites de la réglementation financière de TREE AID ;
  • Développe de programmes en termes de développement d’entreprises dans le pays et de rédaction de projets avec le soutien du bureau de Ouaga et du Royaume-Uni ;
  • Gérer les finances du bureau pays (NIGER) ;
  • Gérer l’équipe pays (NIGER) ;
  • Répondre aux besoins d’information et de communication.

 

Qualifications et Expériences :

  • BAC+4 minimum en sciences/développement rural, foresterie, économie de l’environnement ou de l’agriculture, ou dans une autre discipline connexe ;
  • Formation et expérience supplémentaires approfondies dans au moins un des domaines de travail thématique de TREE AID : économie forestière, agroforesterie, gestion durable des ressources naturelles, sécurité alimentaire et nutrition, entreprises rurales et entrepreneuriat.

Connaissances et compétences :

  • Expérience progressive d’au moins 8 ans dans la gestion de programmes, dont 5 ans dans le secteur des ONG, avec une expérience avérée en tant que cadre supérieur et leader, notamment dans l’élaboration et la mise en œuvre de plans stratégiques ;
  • Expérience avérée  dans la création et le développement de projets ;
  • Expérience avérée du suivi-évaluation, ainsi que de l’appui aux projets ;
  • Expérience avérée en tant que représentant d’une ONG et responsable des relations avec les partenaires ;
  • Expérience avérée du travail autonome et à distance avec les équipes d’assistance au stade de démarrage de programmes ;
  • Bonnes compétences en gestion financière ;
  • Expérience de la liaison avec des représentants du gouvernement et divers donateurs ;
  • Un engagement ferme envers la vision, la mission, les objectifs et les valeurs de Tree Aid ;
  • Niveau élevé d’initiative et de motivation ;
  • Avoir une parfaite maîtrise du Français et une connaissance pratique de l’Anglais

 

Job description :

Main tasks :

Develop the NIGER  Programme in line with TREE AID operational plan, project pipeline and institutional fundraising action plan :

  • Produce, update and agree with Director of West Africa Operations an in-country institutional fundraising plan, build knowledge of relevant national policies, strategic initiatives and specific funding opportunities linked to these ;
  • Develop and maintain institutional relationships and broad organisational partnerships based on mutual interest or particular shared objectives with in-country offices of current and potential :
    • Institutional donors ;
    • Associate, network and consortium partners.
  • Contribute to design of new projects and development of funding proposals for new projects in NIGER ;
  • Contribute to fundraising initiatives in-country, in collaboration with fundraising team in UK ;
  • person should have a strong program development capacity in terms of in-country business development and project writing with support from Ouagadougou and the UK.

Co-ordinate and monitor implementation of all TREE AID project activities in NIGER :

  • Work closely with team to establish the most efficient allocation of specific roles and responsibilities for all TREE AID projects in NIGER so that projects are delivered on time and on budget ;
  • Responsible for efficient use of resources and expertise within country and to make good use of resources and expertise shared with TREE AID operations outside the country (includingTREE AID West Africa and TREE AID UK) to support the country programme ;
  • Work in synergy with other TREE AID country programmes to achieve TREE AID’s overall strategic objectives ;
  • Establish anappropriate planning and monitoring framework to ensure the regular follow up, monitoring and assessment of the projects achievements in NIGER, reporting to senior regional and HQ management regularly ;
  • Coordinate lesson learning from monitoring and evaluation of the TREE AID programme in NIGER ensuring impact and sustainability are achieved and that best practice and policy insights are shared with Regional and UK management ;
  • Responsibilities as Technical Leader, managing directly all project activities in NIGER.

Manage contractual and reporting relationships with local delivery partners-within the limits of TREE AID financial regulations :

  • Overall responsibility for relationships with NIGER delivery partners ensuring that partners are delivering and reporting to standards set within the TREE AID partnership agreements ;
  • Work with finance and resources teams and project officers (if allowed)to ensure financial information up to date, partner grants are made, variances are identified and recommendations for action made ;
  • Assess capacity of any potential new project partners ;
  • Ensuring there is shared learning with NIGER partner organisations ;
  • Directing development of new partnership agreements /contracts and ongoing contact and support for current delivery partners.

Manage country office finance :

  • Ensure annual budget is developed and agreed for managing NIGER programmeand that periodic reforecasts and cash requirements are submitted ;
  • Ensure management accounts are reviewed on a monthly basis and variances assessed and reported ;
  • Ensure all TREE AID policies, financial regulations and procedures are adhered to ;
  • Represent TREE AID at all TREE AID NIGER board meetings ;
  • Ensure TREE AID legal and statutory compliance in Niger ;
  • Ensure TREE AID office and other resources requirements in Niger are met.

Manage NIGER  team :

  • Direct and develop country operations team, ensuring job plans are in place and regular review undertaken ;
  • Ensure all NIGER employees are performance managed and supported in delivering their job plans ;
  • Responsible for safety & security of TREE AID Niger staff and others on mission in Niger.

Supporting information and communication needs :

  • Work with UK fundraising and communications team to share information about programme portfolio, pipeline, specific projects and programme impact ;
  • Support sharing of NIGER programme information with West Africa ;
  • Support development of communication materials in close relation with UK fundraising and communication team for wider visibility of TREE AID in Niger.

 

Person specifications :

Essential :

Education /Qualification :

  • Minimum Master’s degree sciences/rural development studies, forestry, environment or agriculture economics, or other related discipline ;
  • Additional extensive training and experience in at least one of the areas of TREE AID thematic work: forestry economics,agroforestry, sustainable natural resources management, food security and nutrition, rural enterprises and entrepreneurship.

Relevant Work Experience and skills :

  • Progressive experience of programme management of at least 8 years including 5 years in the NGO sector with a proven track record as a senior manager and leader, including experience in developing and implementing strategic plans ;
  • Proven experience in proposal development and inception ;
  • Proven experience on monitoring and evaluation and projects follow up and support ;
  • Proven experience as representative of an NGO and managing partner relationships ;
  • Proven experience of working autonomously and remotely from support teams in start-up stage of programmes ;
  • Good financial management skills ;
  • Experience in liaising with government officials and a variety of donors ;
  • A strong commitment to the vision, mission, objectives and values of Tree Aid ;
  • High level of initiative, motivation, commitment and professionalism ;
  • Well established and practiced organizational and planning skills; and extensive knowledge and experience of project cycle management including using project planning and management key tools (e.g. Logical Framework analysis, Monitoring and Evaluation plan, etc.) ;
  • The ability and resilience to cope with multiple internal and external demands together with proven experience in managing change in complex environments ;
  • Excellent verbal, analytical, organizational and written skills ;
  • Proficiency in French and working knowledge of English ;
  • Strong interpersonal and inter-cultural communication skills ;
  • Commitment to international and development NGO practices ;
  • Demonstrated ability to undertake high-level representation and advocacy ;
  • Ability to handle a large workload, work under pressure, independently and with limited supervision ;
  • Computer Literate and Proficient in Microsoft Office including Microsoft Word, Excel, and Outlook.

Desirable :

  • Expertise in rural enterprise development – value chains, credit, cooperative/farmer association development, etc. ;
  • Developed ability of raising the profile of an organization, strategically networking with government agencies, donors and other international agencies, and using the media as appropriate ;
  • Knowledge of development context in West Africa countries ;
  • knowledge and experience of working in other West African countries ;
  • Familiarity with and commitment to a gender approach to development and participatory methodologies ;
  • Working knowledge of English would be highly advantageous ;
  • A valid driving licence.
