The National Democratic Institute for International Affairs (NDI) seeks a Data Engineer who will be responsible for transformation of large amounts of data in easy-to-use formats and assist with leading the data infrastructure process.  This position works closely with the Engineering and Technology Innovations areas to build strong foundation of data architecture, administration, management, and governance.  This role has experience with databases include Oracle, MySQL, MongoDB and MS SQL.

Responsibilities :

Database Administration :

• Execute database administration activities including database setup, mirroring and sharding; performance analysis and tuning;  physical layer security and audit validation; Data encryption and masking; retention and capacity planning; disaster recovery and availability planning/execution; daily backup and recovery; DBMS release planning and migration ;
• Maintain database systems, review, test and implement system upgrades or patches; collaborate with team members to coordinate application of upgrade or fix; maintain system tables; document process and results; perform scheduled activities; recommend solutions or alternate methods to meet requirements.

Data Architecture and Design :

• Complete data architecture and design activities including enterprise data modeling and integration; value chain analysis; business rules development; analytical cube development (OLAP), data mining; data visualization ;
• Provide support with reporting and queries by writing, maintaining and supporting a variety of reports or queries utilizing appropriate reporting tools ;
• Support data integrity in systems by running queries and analyzing data.  Support capacity building by developing user procedures, guidelines and documentation. Train team members on new processes/functionality ;
• Conduct system/network monitoring, backup and recovery services, security measures implementation, capacity management and account maintenance ;
• Collect and analyze system performance data and maintains optimal system performance and security ;
• Lead and conduct testing of system enhancements and upgrades and establishes procedures for communications, troubleshooting, and timeframes.

Data Management and Governance :

• Maintain data content management and discovery; retrieval, searching and indexing; data quality analysis; data conversion (extract, transform and load); monitoring and reporting; data lifecycle management; compliance and privacy management ;
• Ensure activities related to data governance are developed and executed in areas of data ownership and protection, master data and metadata management, and contribute to creation data dictionary and standards.

Qualifications :

• Bachelor’s degree in Computer Science, or related field;  the equivalent combination of education/certifications and experience in lieu of degree ;
• A minimum of three (3) years relevant data management, administration, design/architecture experience in a structured work environment, professional or related setting ;
• A minimum of two (2) years of experience with architectural design, data modeling, and resource planning ;
• Experience with automated techniques and processes for bulk indexing of large-scale datasets residing in database or un-indexed systems ;
• Experience with application programming, database and system design, structure, functions and processes, and database tools ;
• Experience with server operations, data communications and systems analysis and networks ;
• Experience with working independently with initiative and as a member of a team to manage high volume work-flow ;
• Experience working on Scrum or other agile development based methodologies ;
• Experience applying problem solve and analytical skills to resolve complex technical issues ;
• Strong verbal and written communications skills with the ability to document and communicate technical information clearly and concisely to non-technical users ;
• Organizational skills with attention to detail, accuracy, and timeframes ;
• Ability to establish credibility, build relationships, and partners with team and project members.

Technical knowledge and software applications :

• Database architectures ;
• SQL-based technologies (e.g. PostgreSQL and MySQL) ;
• NoSQL technologies (e.g. Cassandra and MongoDB) ;
• Python, C/C++ Java, Perl ;
• Predictive modeling, NLP and text analysis ;
• Machine learning ;
• UNIX, Linux, Solaris and MS Windows ;
• Knowledge of application programming, database and system design, structure, functions and processes, and database tools ;
• Knowledge of networking, client server architecture, cloud computing and enterprise system architecture ;
• Understanding in the areas of application programming, database and system design.

Position Type and Expected Hours of Work :

This is a full-time position. Core hours of work are Monday through Friday, 8:30 a.m. to 5:30 p.m however there may be flexibility depending on department needs. Occasional evening and weekend work may be required as job duties demand.

Travel :

There is no international travel associated with this role.  There may be occasional local travel but rare.
