The Global Partnership for Education is the world’s premier partnership and fund focused entirely on basic education in developing countries. Partners include over 65 developing country nations, over 20 donor governments, as well as multilateral development agencies, private sector and civil society and teachers’ organizations. The Board of Directors is GPE’s governing body, which sets policy and strategy and determines funding.

The Global Partnership for Education coordinates and leads a global effort to deliver quality education to all children, prioritizing the poorest and most vulnerable. GPE supports developing country partners to strengthen education systems through quality sector plans that drive equity and learning outcomes. It then mobilizes funding to help implement the plan. It has allocated over US$5 billion in grants to date.

With over 100 staff, the GPE Secretariat is hosted by the World Bank with the majority of staff based in Washington, D.C. and a small but growing team in Europe.  The communications team is part of External Relations and works closely with GPE’s leadership and colleagues in the advocacy and donor relations teams to influence public policy and advocate in support of global education and GPE.

 

Duties and Accountabilities :

The GPE Secretariat is seeking an experienced and savvy communicator to be based in its Paris office, reporting to the Communications Lead in Washington D.C. The Communications Associate will support the implementation of the GPE communications strategy and work closely with GPE staff in Europe and America to plan, develop and implement effective communications and outreach campaigns to support GPE’s goals and objectives.

 

Specific responsibilities include :

  • Media engagement : Foster and manage media relationships in European markets. Monitor European media. Support the communications lead in drafting op-eds, messaging pieces, talking points and press releases as needed.
  • Events : Support communication components of advocacy and outreach events in Europe (e.g. leadership engagements including speeches, media conferences, seminars and public meetings); prepare briefings and updates as required.
  • Social media : Work with colleagues to produce social media content to promote GPE to a broad audience, with a focus on European audiences. Cover events in Europe as required. Regular production of short social media strategy documents for specific events, missions, campaigns.
  • Liaison and partner engagement :  Establish and maintain excellent working relationships with communications colleagues in European-based GPE partners, including multilateral agencies and donor governments, civil society organizations and advocacy partners. 
  • Strategy : Support the planning, design, implementation and monitoring of creative digital communications strategies to ensure effective outreach to external audiences, building on the strengths and communications assets of the GPE Secretariat and GPE partners.
  • Content : Collaborate with colleagues to produce impactful content, including written pieces, GPE results and impact stories, messaging and multimedia products.
  • Risk management : Analyze and engage in risk identification and mitigation activities in the context of corporate and operational communication.

 

Selection Criteria :

  • Relevant Master’s degree with 2 years relevant experience or Bachelor’s degree with minimum 5 years relevant experience.
  • Established knowledge of the required techniques, communications approaches, tools, and methodologies for planning, executing and monitoring communications activities  ;
  • Strong writing and presentation skills and sound working knowledge of social media ;
  • Demonstrate political acumen, cultural sensitivity and strong interpersonal skills with ability to interact with people at various professional levels and from diverse backgrounds ;
  • Personal and professional integrity, self-motivation and proven ability to work under minimum supervision ;
  • Spoken and written fluency required in English with strong proficiency in French ;
  • Strong organizational, research and analytical skills. High attention to detail ;
  • Excellent computer skills; ability to use standard World Bank Group technology packages, e.g., MS Office, O365, Outlook, etc. ;
  • Experience using graphics software such as Adobe Suite or others preferred ;
  • Ability to work independently and as part of a team. Demonstrated willingness to provide help, assistance and support to members of the team.
