1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Senior Mobile Applications Developer;

2. The Bank is looking for a senior qualified Mobile Applications Developer to lead the full stack of mobile application development such as the design, the development and the maintenance of Android, IOS and Windows based applications. The developer will lead the entire app lifecycle right from concept stage until delivery and post launch support;

The consultant’s duties will be as follows:

• Gather specific requirements and suggest solutions ;

• Design and build native and cross-platform mobile apps on the following platforms: iOS, Android and Windows ;
• Prepare backend systems and services such as, connectors, API management and web services ;

• Write unit and UI tests to identify malfunctions ;

• Troubleshoot and debug application to optimize performance ;

• Design modern user interfaces with JavaScript, HTML5 and CSS to improve user experience ;

• Work and train junior web developers to create and maintain a robust framework to support the apps
• Work in a rapid application development factory to deploy apps within 4 weeks ;

• Use appropriate tools to deploy finished solutions available on a development and staging server ;

• Provide guidance and assistance to colleagues in any aspect of program design, creation, testing and documentation

3. Essential qualifications and skills:

• At least Master degree or equivalent in computer science, software development ;
• Minimum of 5 years’ experience mobile solutions development ;
• Professional Certification on mobile solutions development is desirable ;
• Demonstrable portfolio of released applications on the Apps store or the Android market ;
• Good skills on:

IOS:

• Strong Objective –C, design and programming skills ;
• Familiar with iOS SDK (UIKit, Cocoa Touch, Core Data, Core Location, etc) ;
• Familiar with Xcode development.

Android:

• Strong Java design and programming experience coupled with JQuery ;
• Familiar with the Google and Android SDK ;
• Knowledge of SQLite, MySQL or similar database management system.

Windows :

• Strong Microsoft .Net development skills for backend and API development ;
• Knowledge of Microsoft PowerApps and Flow is a plus ;
• Excellent troubleshooting and debugging skills ;
• Experience of working with the AGILE methodology ;
• Strong commitment to project objectives and deadlines ;
• Excellent communication skills, oral, written and presentation ;
• Has good interpersonal skills and communication skills (to both technical and non-technical audiences) ;
• Proven track record to work to strict business deadlines ;
• Self-management and strong organization skills.

4. The Corporate Information Technology Services Department (CHIS) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, reference to similar services, experience in similar assignments, etc.);

5. The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;

6. The estimated duration of services is six (06) months and the estimated starting date is 01 May 2019 ;

8. Expressions of interest must be received by email at the address below no later than Monday, 25 March 2019 at 17:00 hours, Abidjan local time and specifically mentioning “Mobile Solutions Architect”.

9. ESTABLISHMENT OF THE SHORT LIST.

 A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
