About the mission in Cameroon

Under the supervision of the Emergency Team Leader, the Emergency Program Manager is in charge of an exploratory mission in the South West and North West of Cameroon, known as the “Anglophone” region. This part of Cameroon has been marginalized since decades and the crisis itself finds its roots into long years of political isolation and frustration that reaches a pick at the end of 2016. In 2017, a circle of demonstration / military repression follows, leading to radicalization among secessionists groups and the emergence of various non-state armed groups, and since then a continuous increase in civilian population displacement and destruction of infrastructures. The mission will have for objectives to build an access strategy, to get an update of the contextual evolution, to provide an updated mapping of the humanitarian coverage, to propose security rules, implement need and security assessment, consider partnership with local and/or international partners, design a response strategy and participate to coordination and representation with humanitarian partners and authorities.

Main Activities:

Project relevance, quality and design

  • Contribute to establishing assessments
  • Contribute to define Solidarités International’s local strategy and contribute to the annual programming by proposing new activities
  • Organize and facilitate evaluation missions
  • Propose a technical approach and a financial, human and logistical scope for the programs to be implemented
  • Write the technical annexes and chapters (including the logical framework) for the proposals
  • Implement activities in compliance with the annual operational strategy, Solidarités International’s technical requirements and the financial donors’ criteria
  • Evaluate the relevance of the activities carried out, as well as the effectiveness of the interventions and their appropriateness with respect to contextual developments and the populations’ needs
  • Propose adjustments to the programs, if necessary
  • Ensure that the programs under his/her supervision achieve the required results
  • Ensure that program objectives meet sustainability requirements and, if required, compliance with established norms and standards
  • Participate in building the emergency teams’ abilities with respect to techniques or new methodologies

Implementation and operational monitoring

  • Plan activities and activity cycles for emergency (hiring, purchasing, etc.) in the light of established objectives
  • Used the project management, monitoring and evaluation tools for emergency, particularly the planning and monitoring timeline
  • Propose and implement quality criteria and monitoring indicators for emergency program
  • Support and advise to the base’s logistical department for the purchase of specific materials for emergency activities
  • Plan and supervise the emergency program implementation he/she is in charge of, being sure to meet deadlines and adhere to predefined technical specifications
  • Anticipate any issues linked to carrying out the emergency activities and help to resolve any problems related to the  emergency activities

Personnel management            

  • Participate in validating the hiring of national technical staff for activities
  • Define the prerequisites for opened emergency positions together with the administrative department; adapt existing job descriptions if required
  • Identify and pass on any training needs for emergency teams
  • Set up technical training depending on emergency operational needs and  identified training requirements
  • Manage and support the team under his/her responsibility
  • Lead work groups and thematic meetings
  • Evaluate and assess the performance of colleagues under his/her direct supervision
  • Ensure adherence to security regulations by personnel under his/her supervision

Reporting / communication / representation

  • Pass upward to the relevant persons any information on the security situation or on any event that could impact Solidarités activities and the safety of the teams
  • Draft activity reports and any annexes relating to specific activities for the financial donor reports and/or amendments
  • Ensure that all reports are delivered on time and in the correct format
  • Maintain a local operational communications network and good relations with local and government authorities, financial donor representatives, UN agencies and other international agencies
  • In his/her assignment area, represent Solidarités International’s at meetings or forums concerning the emergency  activities
  • Represent the organization when asked and/or delegated to do so
  • Reply to headquarter information requests regarding specific needs
  • In collaboration with the emergency  /program coordinator, prepare the administrative documents (MOU, handover, etc.) to be jointly signed with government authorities, communities or partners

General objective:

  • External relation with technical representatives and program staff
  • Need assessment
  • Management of the assessment team
  • First draft of response strategy and concept note

The main challenges:

The crisis security environment is particularly volatile with the main challenges being about building access, acceptance and keeping neutrality. Direct access to vulnerable population in needs to assess their actual situation will be challenging too, depending on the evolution of the context in the coming weeks. The area is characterized by a lack of humanitarian knowledge so emphasizing, communicating and spreading humanitarian principles to key actors would be an important stake.

Priorities will be the implementation of need assessment in urban and if feasible rural areas in order to be able to define a clear response strategy. In a 2ndtime, assessing the technical capacity of potential local partners will be prioritized.

 

Your profile

Previous experience in term of urban need assessment and remote need assessment through partners, including good capacity to manage security situation as well as communication and representation in a sensitive political context will be privileged. Being able to assess the technical capacity of potential local partners will be required.

 

Si will offer you

A salaried post: According to experience from 1980 euros gross per month (1800 euros base salary + 10% annual leave allowance paid monthly) + a monthly perdiem.

Vacation: during the assignment, a system of alternation between work and time-off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 750 USD allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Living conditions in Yaounde and Buea are satisfactory with phone and internet network working well, 24/7h electricity and good living confort.
