ROLE PURPOSE:

Save the Children is seeking a Monitoring Evaluation Accountability & Learning (M.EA.L) Manager for an anticipated 5 year US Department of State Office to Monitor and Combat Trafficking in Persons-funded program in Cote d’Ivoire. The goal of the program is to enable a coordinated system to effectively address forced child labor and child sexual exploitation on all levels.

The Monitoring Evaluation Accountability and Learning Manager will be responsible for leading the design and implementation of the program’s Comprehensive Monitoring and Evaluation Plan (CMEP) and information system to track delivery against outputs, outcomes and impacts. S/he will lead analysis of data collected for the assessment of progress and improvements. S/he will also guide reporting processes amongst technical staff and consolidate program reports, promote learning and knowledge sharing of best practices and lessons learnt and the use of data for programmatic improvement. S/he will support all the technical staff in M.E.A.L functions and will manage any M.E.A.L related staff in the project. This is a leadership role and will serve as a key personnel of the project team.

KEY AREAS OF ACCOUNTABILITY:

Lead the design and implementation of the program M.E.A.L framework (20%)

  • Design, monitor and analyze the project’s Result Monitoring Plan (RMP) and Direct Participant Monitoring System (DPMS, data collection systems, including output, outcome and impacts indicators.
  • Develop data collection tools, additional program assessments, analytic plans and study protocols as necessary.
  • Set up and maintain the routine data flow and reporting schedule, providing technical assistance and support to ensure a system for the collection of quality data is maintained and data is used to inform programmatic decisions.

Guide project reporting process (20%)

  • Manage the compilation and completion of reports necessary for reporting program activities.
  • Update the SCI reporting plateform (PRIME, Project on track, …)

Promote learning and knowledge sharing of best practices and lessons learned (20%)

  • Design and execute program assessments and evaluations to learn from program data.
  • Initiate and lead dissemination of program data to promote data use and establish processes for the routine analysis and use of data for program improvements.
  • Participate in forums to disseminate best practices and lessons learned.
  • Ensure quality benchmark monitoring
  • Facilitate accountability activities and analyse accountability’s data
  • Lead the evaluation and assessment

Collaborate with government officials to improve data collection systems and data use (20%)

  • Facilitate a working relationship with government officials to support improvements in data collection, including ensuring that recommended key indicators are tracked and that strategies are in place to improve data use at multiple levels and across agencies.
  • Support the implementation of a comprehensive national child trafficking data collection system

Support technical staff in M.E.A.L functions (20%)

  • Manage and build capacity of all M.E.A.L related staff in program to carry out program monitoring and evaluation activities and assessments.
  • Conduct trainings necessary to establish a strong project data collection system among M.E.A.L staff and lead trainings for additional program assessments as necessary.

NB: The tasks and responsibilities listed above are not exhaustive and the incumbent may be required to perform other related tasks according to the requirements of the service.

QUALIFICATIONS

  • Bachelor’s or Master’s degree (preferred) in statistics, demographics, public policy, international development, economics, or related field. Master’s degree or Bachelor’s plus an advanced certificate in M.E.A.L, statistics, economics, or international development preferred.

EXPERIENCE AND SKILLS

  • Minimum of seven years of professional experience in a senior M.E.A.L position responsible for implementing M.E.A.L activities of international development projects.
  • Demonstrated ability and skills in analysis and report writing is essential.
  • Proven success in designing, implementing, and operating project M.E.A.L systems from project initiation to closeout stages.
  • Experience in planning and managing various studies; for example, performance evaluations, baseline studies, case studies, and gender/diversity-related studies.
  • Experience designing and managing multiple disaggregation variables for participant monitoring and database systems, including gender and age.
  • Experience in strategic planning and performance measurement, including indicator design, target setting, reporting, database management, and developing M.E.A.L and/performance monitoring plans.
  • Experience in designing and administering data collection tools, conducting data entry, data cleaning, data processing and analysis.
  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
  • Experience managing and providing ongoing training to M.E.A.L field officers and/or sub recipients.
  • Experience with data quality assessments and oversight.
  • Understanding of gender mainstreaming and analysis frameworks and development of indicators pertaining to adolescent girls’ and women’s economic empowerment is preferred.
  • Excellent written and spoken communication skills in French and English

CONTRACT LENGTH : 12 MONTHS RENEWABLE

Position level and remuneration:

The monthly base salary for this position is between XOF 791.103  and 1 223 738 

The setting of the remuneration will be based on the level of responsibility of the position, the candidate’s experience and internal equity
