Title : Senior Project Manager : Building Resilience: Education Opportunities in Fragile and Crisis Affected Environments

Location : Niamey, Niger

 

Role purpose :

The primary role of the senior project manager is to ensure high-quality and timely project management for a multi-country, multi-year, multi-partner European Union-DEVCO award, “Building Resilience: Education Opportunities in Fragile and Crisis Affected Environments”. Key roles of the senior project manager are to provide a link between the two implementing Country Offices, SCI Niger and the SCI DRC and ensure that implementation in the two countries is according to donor agreement and that all communication between stakeholders is timely, transparent and harmonised. The senior project manager will act as the main link between the various stakeholders, including, research partners in the UK, Niger and the DRC, project managers in the two country offices and technical advisors.

The senior project manager will support the in-country project managers and project teams in both the DRC and Niger to implement a quality and timely project, support and coordinate requests for technical assitance and help to flag and resolve any issues that may delay or affect the achievement of results and targets, receive sufficient feedback  ensuring that project implementation adjustments are made as needed and in a timely fashion.

The senior project manager initiates and supports key processes for planning and reporting and gathers and ensures quality inputs from the DRC and Niger country teams, led by in-country project managers. The senior project manager collects necessary information and links the program areas/countries and members. The senior project manager also supports and facilitates contact between the two Country Offices with relevant information coming from Save the Children Norway, Save the Children United Kingdom, local research institutions, local donor representative(s), and other potential stakeholders. The person provides overall support in achieving results

 

Child safeguarding :

Level 2 : either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore, a police check will be required.

 

Scope of role :

Reports to : SCI Niger Country Director with dotted line to Area Director in SCN.

The person will be supported through matrix line management by the SC Norway Senior Regional Education Advisor based, Dakar, and the SC Norway Award Manager, Oslo.

 

Role Dimensions :

The senior project manager is responsible for supporting the approved interventions in the DRC and Niger, ensure timely progress, delivery on the approved results and to manage and ensure a good flow of communication between all stakeholders.

This will happen on several levels, and first and foremost through close cooperation with the project teams in the DRC and Niger, led by project managers. The senior project manager will need to gather and compile timely and quality information and input for donor reporting for Award Manager review. Inputs will be collected from the two COs, through the respective project managers. This includes providing inputs and information for the account lead to be used for donor contact. The senior project manager will be in charge of supporting project teams and project managers in managing and revising budgets as necessary. The senior project manager will furthermore support CO project teams in seeking to harmonise output, such as evaluations, report inputs, harmonizing with logical framework and project documents from the different stakeholders when necessary.

The senior project manager will need to secure and maintain relevant communication flows necessary for the implementation of the project in the two countries. This includes contributing to carrying out potential program adjustments during the implementation period. When issues occur that are not possible to solve at CO level, the senior project manager must immediately raise the issue to the SC Funding Office (lead member), in Norway.

In close cooperation with in-country project managers and Award Managers, the senior project manager will establish and confirm timelines, and assist project teams in upholding these. The senior project manager will also be responsible for donor compliance issues throughout the implementation period in close collaboration with Awards Managers.

Regarding the research component, the senior project manager should be aware of all communication between Institute of Development Studies and the local research institutions, and will need to liaise with project managers in the DRC and Niger when needed to ensure that implementation is according to plan, and that requests are duly followed up on. The senior project manager should be part of the dialogue between technical assistants and research institutions and support this collaboration.

The senior project manager also has the responsibility to create and maintain a managerial and operational environment where the Child Safeguarding Policy is effectively implemented and to understand and fulfill his/her specific and additional responsibilities in achieving compliance of Save the Children’s Child Safeguarding Policy standards. This includes, ensuring that all DEVCO project staff are providing all beneficiaries of the programme with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct.

 

Qualifications  :

  • A Master’s Degree in Development studies/ social sience/ education/ organisational development is highly desirable, or equivalent experience ;
  • Additional training in Education in crises, Child Protection, and any relevant area will be an added advantage, such as project management.

 

Experience and skills :

Essential :

  • Demonstrable understanding of the complexity in coordinating a project with multiple stakeholders in the DRC and Niger, Save the Children member offices in Norway and the United Kingdom, and academic research institutions ;
  • At least 4 years of experience with at least 2 years of managing increasingly complex projects ;
  • Ability to work effectively and efficiently toward goals in a complex, diverse environment with multiple and changing demands ;
  • Demonstrates superior inter-personal skills, conflict resolution and negotiation skills ;
  • Able to handle broad-based, often complex, communication for internal audiences and ensures open communication across program teams ;
  • Demonstrated ability to coordinate multiple partners and internal collaborators, such as finance, awards, project and operational teams as well as coordinating and clearly communicating with external parnters, such as research institutes and other government partners ;
  • Demonstrated experience managing multi-million-dollar projects ;
  • Demonstrated problem solving skills, a collaborative and flexible manner, creativity and willingness to innovate ;
  • Proven leadership qualities, negotiation skills, and ability to collaborate with a wide range of partners and stakeholders is required ;
  • Fluent oral and strong analytical, written English and French communications skills required ;
  • The ability to travel between Niger and DRC as well as in Europe.

Desireable : Knowledge of Region, SCI, members and/or donor.
