ROLE PURPOSE:
The Senior Technical Advisor, Programme Quality will provide high level support for key strategic deliverables and be responsible for ensuring the development of high quality, evidence-based, innovative programs for children, in all contexts, that contribute to Save the Children’s global Breakthroughs: Learn, Survive, Be Protected.
The Senior TA will support the DPDQ on delivering Save the Children Cote d’Ivoire Country Office’s ambition and goals, using their in-depth contextual understanding, technical expertise, and relationship building skills. He/she will lead the strategy and the technical design and implementation of high-quality programmes that deliver change for children in both emergency and development programming.
The role will support national advocacy and influencing, whilst driving strategic partnerships for new business development.
He/she will support the design and implementation of monitoring and evaluation systems to demonstrate impact, while sharing learning across our programmes, teams, and partners. The role will work closely with operations colleagues and with local partners in Cote d’Ivoire, building their capacity, ownership and leadership
This role will include a focus on external representation on priority issues including ending all forms of violence, abuse, neglect, and exploitation of children in all settings, and the strengthening of an effective and sustainable programme quality system.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
KEY AREAS OF ACCOUNTABILITY:
Strategic Planning and Reporting
- In collaboration with the Programme Development and Quality director, contribute to the development of thematic strategies and annual plans ensuring coordination of all technical input to country strategy, proposals, and country annual and strategic reports
- Ensure that programs are relevant to children in Cote d’Ivoire and to the global program and advocacy objectives of the Save the Children member offices
- Lead the Country Strategic Plan (CSP) milestone reporting, ensuring information is captured and coordinated with the technical team, business development, and across functions.
- In collaboration with Monitoring Evaluation Accountability and Learning (MEAL) and the technical team, lead the development of a master framework document, that captures the progress on CSP targets, and is linked with indicators for each strategic goal.
Program Development, Design and Quality
- Work closely with new business development colleagues to identify and pursue funding opportunities that will enable Save the Children to increase impact and quality for children; engage with technical partners, donors and colleagues across Save the Children
- Lead the technical scoping, planning, and design and proposal writing during new programme development, and ensure that we design and deliver high quality integrated programmes for children, building on global best practice and evidence, ensuring input from other technical colleagues and integration of cross cutting issues including gender, non-discrimination, child participation and safeguarding (including safe programming)
- Participate in conceptualizing and designing cost-effective, innovative, and high-quality programs to serve children most impacted by inequality and discrimination.
Networking & External Engagement:
- In alignment with Country Office strategy and leadership, engage in strategic positioning with donors, partners and government in-country, and ensure that Save the Children is a partner of choice in Child Protection, Education, Health, and child poverty fighting.
- Ensure that Save the Children is positively influencing and learning from others through national technical coordination and networking bodies such as child rights related clusters and working groups.
- Strengthen civil society engagement in national dialogues and policy processes to end violence against children through working closely with advocacy and child rights governance colleagues.
Staff Management, Mentorship, and Development
- Ensure high-caliber staffing within the team, and engagement of additional technical support when needed to provide quality project design and delivery.
- Ensure that direct report(s) understand and are able to perform their role in delivering first-class, quality programs for children in both development and emergency contexts through effective onboarding and clear workplans.
- Ensure that direct report(s) proactively build and maintain technical, managerial and leadership skills, including competencies in child rights programming, child safeguarding and Common Approaches, providing coaching opportunities when needed.
- Ensure the recruitment, training, and promotion of technical advisors and specialists as appropriate and ensure availability of appropriate professional development opportunities for staff.
- Manage direct report(s) performance using principles of leadership agility, and Save the Children’s performance management system
General
- Support the DPDQ in the strategic design, implementation, monitoring and reporting of any other delegated areas including MEAL, Safeguarding, Advocacy and Campaign, etc., in close collaboration and in support to the designated accountable managers and advisors.
- Contribute to CO internal meetings and planning processes, internal initiatives and reporting requirements.
- Demonstrate leadership in relation to Save the Children policies and practice with respect to child safeguarding, bullying and harassment, code of conduct, equal opportunities and other relevant policies and procedures.
- Deputize for the PDQ Director as needed.

QUALIFICATIONS AND EXPERIENCE
QUALIFICATIONS
- Master’s degree in social sciences or an area of social development
- Social Work, Child Protection, Child Rights, Child Welfare, or related qualification
Essential
- Minimum of 5 years’ experience in the design and implementation of development and humanitarian programmes with a focus on one or more Save the Children areas of expertise (Health, Nutrition, child protection, education, child poverty reduction, child rights governance, social protection, gender and equality, etc.).
- Recognized leadership role in relevant technical areas at both field and country level with experience in strategy development and planning
- Familiarity with child protection systems, social work with children and families, case management, positive parenting, protection from violence, community level child protection and mainstreaming of child protection into other sectors in Cote d’Ivoire
- Track record in successful business development/fundraising with mainstream donors
- Solid experience of developing and managing monitoring and learning systems
- Good analytical and innovation skills
- Credibility to lobby, influence and represent Save the Children
- Ability and willingness to conduct regular visits to field locations within Cote d’Ivoire
- Commitment to and understanding of Save the Children’s mission, values and principles including rights-based approaches
- Experience in managing and developing staff
- Fluency in written and spoken English and French
Desirable
- Experience in one or more cross-cutting areas such as gender, disability and inclusion, sustainable and local solutions, child rights, migration and displacement
- Resource management, training, capacity building, coaching, and mentoring skills
- Ability and willingness to dramatically change work practices and hours, and work with incoming teams, in emergencies.
CONTRACT LENGTH : 12 MONTHS RENEWABLE
Position level and remuneration:
The monthly base salary for this position is between XOF 1 223 738 and 2 322 640.
The setting of the remuneration will be based on the level of responsibility of the position, the candidate’s experience and internal equity
