EXPRESSION OF INTEREST FOR POSITIONS OF “TECHNICAL ASSISTANT”
Background
The Government of United Republic of Tanzania (hereinafter called borrower) has received financing from the African Development Fund (ADF) toward the cost of the Transport Sector Support Programme and intends to apply part of the agreed amount for this loan to payments under the contract for Individual Consultants for Technical Assistant for Ministry of Infrastructure, Communications and Transportation Zanzibar under the Project.
The Ministry of Infrastructure, Communications and Transportation Zanzibar on behalf of the Government of the United Republic of Tanzania is therefore looking for dynamic, motivated, creative and open minded for the post of Technical Assistant .
Technical assistant (1 post)
Duties and responsibilities
The duties of Technical Assistant among others will be to assist MoICT in providing the necessary coordination, administration, Procurement process, Supervision and Monitoring of Projects undertaken by Ministry throughout the entire contract period. She/He will be required to prepare monthly/quarterly progress reports and any other reports as may be instructed by Client. The progress reports will give summary of activities carried out in the reporting period and highlight any special observations to the attention of the Client.
The successful candidate will report to the Directorate of Planning, Policy and Research through CODAP unit and will be responsible for overall advisory and assistance in administration of all Projects being implemented by MOICT office.
Qualifications and experience
The desired attributes for the position is Graduate Degrees in Civil Engineering, Registered or Chartered Engineer, trained in Contracts Administration, Procurement and Project Management. Postgraduate studies will be in added advantage. She/He at least ten (10) years’ experience in Contracts Administration, Procurement and Projects Management and must have specific training in projects Management and Contracts Administration. She/He must be fluent in English language and must be competent in Computer application programmes like MS Word, MS Excel MS project etc
Evaluation criteria
Evaluation of the above qualifications and experience will be done based on the following criteria and scores:

| (ii) Adequacy for the assignment | 55% ; and | |
| (iii) Experience in region | 5% ; | |
| Total weight | 100% | |
Duration of the assignment
The duration of the assignment is estimated to be Twenty four (24) man -months
