Request for expressions of interest for Technical Assistance for Optimizing the Use of the Ethiopian Customs Valuation System

Context :

  1. The African Development Bank invites Individual Consultants to express their interest for consultancies to optimize the use of the Ethiopian Customs Valuation System (ECVS) ;
  2. The Ethiopian Customs Commission (ECC) is a semi-autonomous organization under the Federal Republic’s Ministry of Revenues, and is the sole agency for customs matters including the facilitation of international and local trade, and foreign direct investment. The ECC is continuing to develop its Customs Valuation System (CVS) which is partially functional. When fully operational the CVS would amongst other things facilitate the increase in revenue mobilization, minimization of collection costs, promotion of voluntary compliance and improvement of taxpayers’ service. It is envisaged that these goals could be achievable upon the ECC focusing Customs control and enforcement efforts only on higher-risk traders while according greater facilitation to legitimate trade flows. In the foregoing regard, an up-to date and effective valuation system is one of the most important tools required for this purpose. Two individual Consultants working in concert are therefore required to facilitate the full development of the partially developed CVS. The first and the second Individual Consultants would assist the ECC to optimize the usage of the CVS through identification and resolution of technical and functional challenges being encountered, respectively. The African Development Bank’s Trade and Investment Climate Division is collaborating with the ECC to secure technical assistance to enable finalization of the development of the CVS ;
  1. The Trade and Investment Climate Division invites Individual Consultants to submit their interest in providing the services described above. Interested Individual Consultants must provide information on their capacity and experience indicating that they are qualified to perform either the technical or functional services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.)  ;
  1. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the “Bank’s Procurement Policy Framework and Methodology”, for projects financed under the African Development Bank, October, 2015 edition, which is available on the Bank’s website at http://www.afdb.org. The Bank is under no obligation to shortlist any consultant who expresses interest ;
  2. The duration of the assignment is estimated at 40 days and the commencement date is planned for Mid-May 2019 ;
  3. Interested Individual Consultants may obtain further information at the address below during office hours: i.e. 08:30 to 17:00hrs, local time (in Côte d’Ivoire) ;
  4. Expressions of interest must be delivered through e-mail or to the address below in English by 12:00 noon Local Tunis time on Tuesday, 9th April 2019 under the heading “Technical Assistance for Optimizing the Use of the Ethiopian Customs Valuation System”
