Request for expressions of interest for ALN Program Consultant

ALN Program Consultant :

  1. The Department of Human Capital, Youth, Skills Development of the African Development Bank hereby invites Individual Consultants to indicate their interest in the following position:ALN Program Consultant :
  2. The African Leaders for Nutrition (ALN) initiative was established in November 2015 as an initiative of President Akinwumi Adesina of the African Development Bank, in partnership with H. E. former Ghanaian President John Kufuor, former UN Secretary General Kofi Annan, the Bill and Melinda Gates Foundation, the Dangote Foundation, and the Global Panel for Agriculture and Food Systems for Nutrition.

The Secretariat of the ALN, which is hosted by the African Development Bank at the Human Capital, Youth and Skills Development Department (AHHD) under the Vice presidency of Agriculture and Social Development, provides strategic, planning, technical, operational, monitoring and reporting support to the initiative.

The selected consultant will carry out the following activities :

  • The Program Consultant processes, stores, disseminates and uses information to carry out management functions ;
  • The Program Consultant supports the strategic and operational needs of all programmatic areas under ALN initiative by providing high quality and timely information to support decision-making, finding answers to key questions about the state of nutrition in Africa and the capacity needed to improve programmes and reach intended goals. The position reports to the ALN Coordinator ;
  • The Program Consultant works closely with the ALN Secretariat Coordinator on the overall strategic planning, implementation, reporting and evaluation of ALN activities ;
  • The Program Consultant develops and implements a comprehensive strategy to update ALN’s stakeholders regularly on key initiatives ;
  • The Program Consultant works as part of a multidisciplinary team to provide expert technical assistance to ALN secretariat Coordinator, national authorities and external partners to establish a comprehensive nutrition monitoring and evaluation national system ;
  • The Program Consultant ensures that appropriate indicators are selected, collected and reviewed by all parties at the national level through national consultations ;
  • The Program Consultant works closely with the ALN Secretariat Coordinator to establish a strong coordination mechanism with national governments and partners on nutrition issues ;
  • The Program Consultant provides technical expertise on data needs and data analysis to identity gaps to help address nutrition issues in national programs ;
  1. The Department of Human Capital, Youth, Skills Development of the African Development Bank invites eligible consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.) ;
  2. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy and Procedures for the acquisition of consulting services funded by the administrative or capital expenditure budget. Please note that the African Development Bank Group is under no obligation to shortlist any individual consultant who expresses interest. It is expected that interested individual consultants shall already be registered or register in the Bank’s DACON System for consultants.   3. The position will be based in Abidjan, Côte d’Ivoire. The duration of services is 12 months. The estimated starting date is 1st July 2019 ;

Establishment of the short list :

  1. A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.

    • Years of experience in general ;
    • Number of years of experience relevant to the mission.
