ALN Monitoring and Evaluation Consultant

  1. The Department of Human Capital, Youth, Skills Development of the African Development Bank hereby invites Individual Consultants to indicate their interest in the following position: ALN Monitoring and Evaluation Consultant
  1. The African Leaders for Nutrition (ALN) initiative was established in November 2015 as an initiative of President Akinwumi Adesina of the African Development Bank, in partnership with H. E. former Ghanaian President John Kufuor, former UN Secretary General Kofi Annan, the Bill and Melinda Gates Foundation, the Dangote Foundation, and the Global Panel for Agriculture and Food Systems for Nutrition.

The Secretariat of the ALN, which is hosted by the African Development Bank at the Human Capital, Youth and Skills Development Department (AHHD) under the Vice presidency of Agriculture and Social Development, provides strategic, planning, technical, operational, monitoring and reporting support to the initiative.

The selected consultant will carry out the following activities:

  • The Monitoring and Evaluation (M&E) Consultant supports the strategic and operational needs of all programmatic areas under ALN initiative by providing high quality and timely data and information to support decision making.
  • The M&E Consultant assists in finding answers to key questions about the state of nutrition, policies, the effectiveness of services, and the capacity needed to improve nutrition programs and reach intended goals. The M&E Consultant reports to the ALN Secretariat Coordinator.
  • The M&E Consultant works closely with the ALN Secretariat Coordinator on the overall strategic planning, implementation, reporting, and evaluation of ALN activities.
  • The M&E Consultant monitors ALN activities and manages ALN scorecard process and results.
  • The M&E Consultant works as part of a multidisciplinary team and provides expert technical assistance to ALN Secretariat Coordinator, national authorities and external partners to establish a comprehensive nutrition monitoring and evaluation national system.
  • The M&E Consultant ensures that appropriate indicators are selected, collected and reviewed by all parties at the national level through national consultations.
  • The M&E Consultant ensures that monitoring and evaluation plans are in place to collect data and report in a timely manner for analysis and dissemination in conformity with international standards.
  • The M&E Consultant works closely with the ALN Secretariat Coordinator to establish effective coordination mechanism with national governments and partners on nutrition issues.
  • The M&E Consultant is responsible for the design, development and implementation of ALN scorecard process, tools and results in collaboration with national governments, focal points, and relevant partners.
  • The M&E Consultant ensures that appropriate methodologies, protocols, guidelines, tools, and processes are used for evaluation, and promotes the use of data science and data analytics for better monitoring of nutrition programs and decision making.
  • The M&E Consultant works on innovative ideas using data science to address nutrition issues; promotes open data policy for governments, civil society, and citizens to ensure availability of high-quality data, data sharing, and data use.

The Department of Human Capital, Youth, Skills Development of the African Development Bank invites eligible consultants to indicate their interest in providing the services as described below in the terms of reference. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy and Procedures for the acquisition of consulting services funded by the administrative or capital expenditure budget. Please note that the African Development Bank Group is under no obligation to shortlist any individual consultant who expresses interest. It is expected that interested individual consultants shall already be registered or register in the Bank’s DACON System for consultants.   1. The position will be based in Abidjan, Côte d’Ivoire. The duration of services is 12 months. The estimated starting date is 1st July 2019.

ESTABLISHMENT OF THE SHORT LIST

  1. A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
  • Level of education in general
  • Educational level compared to the field of mission
  • Years of experience in general
  • Number of years of experience relevant to the mission
