REQUEST FOR EXPRESSIONS OF INTEREST FOR AN INDIVIDUAL

1. In September 2017, the African Development Bank and the European Commission signed the PAGODA Framework Arrangement that has enabled the scaling up of blending operations under the EU External Investment Plan in Africa. The African Development Bank (the “Bank”) hereby invites Individual Consultants to indicate their interest in the following Assignment: Finance and Contracts Officer – EU External Investment Plan with the African Development Bank.
2. Under the supervision of the Manager of the Syndication & Co-Financing Division of the Syndication, Co-Financing, and Client Solutions Department (“FIST.1” or the “Division”), the Finance and Contracts Officer will support the Bank’s operational teams in the implementation of programmes funded by the European Commission within the context of the EU External Investment plan.
3. The overall mission of the Finance and Contracts Officer is to ensure that the Bank obligations under the PAGODA Framework Arrangement signed between the Bank and the European Commission, are implemented in line with sound financial and contractual management within the respective legal framework arrangements.
4. The services to be provided under the Assignment include among others:
- Assist the EC Co-financing Coordinator in the planning and coordination of the nactivities within the division and between the treasury, financial control, Legal, procurement, audit and operations complexes / divisions to ensure the smooth implementation of projects under PAGODA.
- Contribute towards the establishment of operational guidelines related to implementation of projects co-financed with the European Commission.
- Provide advisory services to operational teams within the Bank on the application of financial and contractual elements.
- Support task managers to prepare respective financial correspondence (payment and disbursement requests) and liaise with respective external and internal stakeholders.
- Ensure sound financial management of the portfolio by monitoring the financial KPIs in each delegation agreement, monitor the preparation and execution of forecasts.
- Support Task Managers in the initiation and verification of financial transactions related to the implementation of projects.
- Support the task managers in managing the budget forecasts based on utilization;
- Ensure the collection and archiving of financial and procurement related information on all projects;
- Ensure compliance for the preparation of respective progress/annual reports for EU funded projects;
- Maintain up-to-date guidelines, templates and user manuals for internal and external audiences;
- Ensure proper archiving and maintenance of records and managing data storage on relevant information systems.
- Ensure where possible alignment with the Bank’s procurement rules, processes and systems.
- Any other responsibility that may arise in order to ensure the effective and efficient implementation of the EIP funded programmes.
5. Selection Criteria
- At least a Master’s degree in Business Administration, Finance, Project Management, or in related fields;
- A minimum of 7 years of experience in Program coordination and operations;
- Previous experience in a Multilateral Development organization will be will be an added advantage;
- Experience in project co-financing through multilateral and bilateral development assistance agencies will be will be an added advantage;
- Proven ability in report writing, analytical skills and capacity to deliver outputs in a timely manner;
- Excellent computer skills: Microsoft Word, Excel, PowerPoint, etc.;
- Fluency in English or French as a working languages and ability to work effectively in the other;
- Flexibility to travel to programme sites.
6. The Syndication and Co-Financing Division invites individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.)
7. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedures for the Use of Consultants. Please note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
8. The estimated duration of services is 12 months and the estimated starting date is mid-August 2018. The consultant will be based at the Bank’s headquarters in Abidjan, Cote d’Ivoire.
