Title of the assignment:
Communication and Events Consultant to help Gender Department on communications activities related to the organization of its major events with a focus on Gender Global Summit.
Brief description of the Assignment:
The consultant will particularly provide support for in communication for the organization of the Global Gender Summit, an international high-level event organized every two years by the multilateral development banks. The Bank will hold the 2019 Global Gender Summit in Kigali (Rwanda) at the end of the year.
The consultant will also provide communications support to the Gender Department and its flagship AFAWA program (Affirmative Finance Action for Women in Africa), in order to advance the Bank’s efforts to promote gender equality and engage with internal and external stakeholders.

TERMS OF REFERENCE : CONSULTANT – COMMUNICATIONS AND EVENTS
Background :
The African Development Bank (the Bank) is a leading development institution on the continent, focused on promoting economic development and poverty reduction. It engages with the full range and complexity of development challenges in Africa. The Bank has integrated operations, lending directly to the public and private sectors through a variety of instruments. It also provides advisory services to Regional Member Countries. The role of the Gender, Women and Civil Society (AHGC) Department is to coordinate and improve coherence across the Bank on Gender and Civil Society issues. In order to achieve its mandate, the department actively engages and builds alliances with external stakeholders, development partners and the civil society on promoting gender equality, women’s empowerment and civil society engagement.
Rationale :
AHGC department is seeking the recruitment of a consultant to support the department’s events and communications activities. The consultant will particularly provide support for in communication for the organization of the Global Gender Summit, an international high-level event organized every two years by the multilateral development banks. The Bank will hold the 2019 Global Gender Summit in Kigali (Rwanda) at the end of the year.

Tasks & deliverables of the consultants :
Under the overall guidance and supervision of concerned Task Managers, and in collaboration with the Bank Agriculture, Human and Social Development Complex’s Principal Digital Content and Events Officer (who serves as liaison to the Bank’s Communication and External Relations Department), the consultant is required to work on the following tasks:
- Support the planning and coordination process for events from large ones to smaller workshops of the Department;
- Assist in / coordinate the development of all communication materials, including intranet articles, social media / blog posts, press releases, talking points, videos, photos and other communications products;
- Support branding activities and print production, which include brochures, roll-ups, posters, leaflets, booklets, etc.;
- Produce / edit / advise on fact-based gender-related content, key messages, advocacy and outreach materials for a variety of audiences and their communications channels (key internal and external audience in support of AHGC work).
- Assist in organizing press conferences, media interviews and other communication logistics for AHGC team during key activities, seminars and conferences.
- Share advance notification of future AHGC communications deliverables with the Digital Content and Events Officer, as part the management of a wider communications product calendar aimed at ensuring a steady pipeline of communications output.
Qualifications and experience required :
- A master’s degree in the field of the position (e.g. communication/journalism, international relations, political science, economics, development, etc.) or equivalent experience;
- Minimum of three (3) years of relevant work experience in communications, ideally in the field of development and international relations in emerging countries;
- Good understanding of contemporary women’s empowerment and civil society issues in Africa and across the globe, as well as approaches from other international organizations;
- Client and results-oriented with strong analytical and communication (verbal and written) skills, sense of accuracy and attention to detail;
- Ability to deal with sensitive issues in a multi-cultural environment and to build effective working relations with colleagues;
- Understanding of the news gathering and multimedia storytelling process;
- Fluency in social media;
- Experience in or willingness to learn about updating web content, feeding social media platforms and using Microsoft standard software as well as desktop publishing programs – familiarity with Canva, Toonly, and/or Adobe Edit Suite a distinct advantage;
- Experience in selecting, contracting and managing external service providers for the production of communications material;
- Ability to work under high pressure and in time-sensitive situations;
- Ability or willingness to learn about managing a calendar/pipeline of communications products.
- Fluency in English and French;
- Competent in the use of standard software applications (MS Word, Power Point, Excel);
- Be a national of one of the member countries of the Bank.
Kindly provide references as well as sample(s) of past event management campaigns, noting level of involvement and event impact, and sample(s) of past communications materials, including articles, press releases, video scripts, etc.
Duration and location of the assignment :
This is a six (6) month consultancy, beginning on July 15, 2019. The Consultant will be based in Abidjan, Cote d’Ivoire and requires full-time presence in the Bank’s offices. Field missions might occasionally be required.
Remuneration :
The Consultant will receive a monthly lump sum. No additional benefits or per diems will be paid. The Consultant is responsible for his/her own health insurance and accommodation costs. The Bank will cover full costs of any required missions and provide per-diem in accordance with rules governing consultant mission travel.
Administration/reporting :
The Consultant will submit a monthly report detailing the activities carried out and the status of each activity. S/he formally report to the Manager of Gender and Women empowerment Division.
