Request for Expression of Interest for the
Preparation of a Project Completion Report (PCR) – Individual Consultant
The Government of the State of Eritrea has received a Grant from the African Development Bank (AfDB) towards financing the Support to Technical Vocational and Education Training Project (STVET) and plans to utilize part of the proceeds of this project to recruit an Individual Consultant to prepare a Project Completion Report (PCR).
Objective :
The objective of the Project Completion Report (PCR) is to carry out an in-depth assessment, which covers all aspects of project management and implementation of activities, prepare a synthesis of the project’s contribution to the development goals and learn ways of implementing similar operations in future. The consultant will assess (i) the extent to which the operation achieved the intended objectives and outcomes identified in the Project Appraisal Report, (ii) sustainability of results; and (iii) performance of the Borrower and the Bank.
Scope of the work :
The PCR will look at areas of project management and project activities in line with the requirements of the project financing. It will address results achieved and briefly address stakeholder’s performance. The Individual Consultant will follow the Bank’s template in preparing the PCR.
Qualification and experience required :
- A or PHD in Education or in related social sciences ;
- 10 years relevant work experience and exposure to Multilateral Development Banks and International Financing Institutions working procedures is an added benefit.
Skills and Competencies :
- Strong record in conducting evaluations, particularly in the technical and vocational Education ;
- Excellent knowledge of monitoring and evaluation in theory and practice, and a good understanding of policy work ;
- Demonstrable experience of producing high-quality, credible evaluations (examples required) ;
- Demonstrable experience with participatory methodologies ;
- Ability to write concise, readable and analytical reports and understanding of public communications ;
- Excellent writing and verbal communication skills in English.
