Duties :

This position serves as the cashier for all consular services provided, including nonimmigrant visa and American Citizen Services products, such as passports, reports of birth abroad, and notary services.  Additional key aspects of the position include providing professional and courteous customer service to more than 100 customers per day, and clerical visa-related work, such as nonimmigrant visa case creation, data entry, visa printing and pass back.  This position also serves as the section’s time keeper for payroll purposes, coordinating and submitting time and attendance records.  This position is rated by the Senior Nonimmigrant Visa Assistant (LES) and reviewed by the Vice Consul.

Qualifications and Evaluations :

Experience :

At least one year of experience providing cashiering and clerical services is mandatory.  The incumbent should have experience with both cash and credit transactions and should have experience performing data-entry.

Job knowledge :

Must have knowledge of Embassy Cashier’s operating procedures and schedule in order to make sure that the Consular Section complies with Financial Management Section’s requirements when reconciling fees and turning in money. Knowledge of Consular Affairs’ Schedule of Consular Fees, visa reciprocity tables, and non-immigrant visa application procedures is required.  Incumbent should also have knowledge of 9 FAM 400, Nonimmigrant Visas. All of this may be acquired on the job.

Education Requirements :

High School Diploma or equivalent in general studies is required.

Language :

  • English Level III (speaking/reading)  is required. ” This may be tested”.
  • French Level III (speaking/reading) is required. ” This may be tested”.
  • Bambara Level III (speaking) is required. “This may be tested”

 

Skills and abilities :

Strong customer service skills, the ability to multi-task and work under pressure are required.  The incumbent uses the Automated Cash Register System, the Consular Affairs’ Non immigrant Visa application, Microsoft Outlook, and Word on a daily basis.

Agency Benefits :

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Bamako / Mali may receive a compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.

Hiring preferences selection process :  Applicants in the following hiring preference categories are extended a hiring preference in the order listed below.  Therefore, it is essential that these applicants accurately describe their status on the application. Hiring preference order :

  • AEFM / USEFM who is a preference-eligible U.S. Veteran ;

Important :

Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification.  A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.  Acceptable documentation must be submitted in order for the preference to be given.

This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
