Title of the assignment : Junior Consultant, Coordination Associate for Gender, Entrepreneurship and Resilience

Brief description of the Assignment :

The Junior Consultant will assist the coordination of a drafting process, culminating in a practical tool to guide national and international development actors to plan, implement, and assess interventions aiming  to support women entrepreneurs operating in settings affected  by  crises  or  other  emergencies  where intersectional challenges exacerbategender  inequalities.  The  consultant  will  work  internally within the Bank, to support the coordination of the process and facilitate collection of case studies, peer review feedback, editing, and publishing.

Terms of Reference

Junior Consultant – Coordination Associate for Gender, Entrepreneurship and Resilience

 

Background :

The African Development Bank (the Bank) is a leading development institution on the continent, focused on promoting economic development and poverty reduction. It engages with the full range and complexity of development challenges in Africa. The Bank has integrated operations, lending directly to the public and private sectors through a variety of instruments. It also provides advisory services to Regional Member Countries. The role of the Gender, Women and Civil Society Department is to coordinate and improve coherence across the Bank on Gender and Civil Society issues. In order to achieve its mandate, the department actively engages and builds alliances with external stakeholders, development partners and the civil society on promoting gender equality, women’s empowerment and civil society engagement.

 

Rationale :

In fragile settings, many women are the sole breadwinners and caretakers of their families without adequate economic means or capabilities. They are also a category of the population particularly exposed to the risks of physical and sexual violence, and many other types of gender-specific discrimination and violence. The economic and structural crises of chronic poverty have often pushed women to engage in the informal economy (such as agro-pastoral production/commercialisation, processing of agricultural and livestock products, petty trade, services in the beauty and fashion industry) to ensure survival and cover the basic needs of their households. Supporting women in charge of a household often means supporting entire communities. Whether in conflict areas, refugee camps and resettlement; during economic vulnerability and social disturbances; or in the event of natural and slow-onset disasters; women are at the heart of family resilience and help reduce their vulnerability to shocks.

 

Objectives of the assignment :

The Bank would like to develop a practical tool to guide national and international development actors operating in fragile settings to plan, implement, and assess interventions aiming to support women entrepreneurs before, during, or after a crisis. It is expected that the tool establishes a correlation between gender equality and women’s empowerment on the one hand and social cohesion and economic resilience on the other hand, paying particular attention on how women entrepreneurs pivot their businesses in times of tumultuous change and how they can be supported to reduce risk, bounce back, and seize new opportunities in order to increase the contribution of their businesses to concrete peace and resilient dividends. The tool will be developed by a team of two consultants under the coordination of AHGC1 and RDTS: (i) a senior external consultant, specialized in private sector development and women’s empowerment in fragile situations, who will lead the full drafting process; and (ii) a junior internal consultant to support the coordination of the process internally and facilitate collection of case studies, peer review feedback, editing, and publishing. The current ToRs are for the Junior consultant.

 

Tasks & Deliverables of the Consultant :

The junior consultant will work internally within the Bank, to assist the coordination of the drafting process of the practical guide on how to empower women entrepreneurs in fragile settings: it is expected from the junior consultant to :

  • Assist in data collection, the literature review and case studies from the Bank’s operations to be highlighted in the guide as illustrations of good practices ;
  • Support drafting of the interview questionnaires to 15 women’s enterprises and women’s associations and practitioners ;
  • Work closely with internal services and the senior consultant on the sampling and list of people to be interviewed ;
  • Liaise with peer reviewers and coordination expert feedback for the senior consultant ;
  • Engage with communication department for publishing and outreach activities ;
  • Undertake any other relevant tasks as assigned by the supervisor.

 

Administration/reporting

The Consultant will submit a monthly report to the Division Manager, through the Task Manager, detailing the activities carried out and the status of progress of the work assigned.

 

Duration of the assignment :

This is a full-time consultancy position for a duration of six (6) month, with possibility of renewal subject to the performance and the availability of funds. The consultant will be teleworking from the place of recruitment.

 

Qualifications and experience required :

The Junior consultant, under 32 years of age and a National of one of the Bank Member Countries is required to have :

  • At least a Master’s Degree in Economics, Development Studies, Social Science, Gender or Public Administration ;
  • At least two years of relevant professional experience, preferably in the Bank’s areas of operational priorities and focus ;
  • Proven experience in research and coordination of knowledge products ;
  • Excellent report writing skills and ability to work without close supervision ;
  • Perfect knowledge of English and at least basic knowledge of French.

 

Remuneration :

The Consultant will receive a monthly lump sum. No additional benefits or per diems will be paid. The Consultant is responsible for his/her own health insurance and accommodation costs. The Bank will cover full costs of any required missions if needed and provide per-diem in accordance with rules governing consultant mission travel.
