The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 16 countries and at over 5,000 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. Job Summary :

He/She is a member of the SI&E department. T he Quality Improvement Officer (QI Officer) will work closely with all field actors to introduce / integrate QI principles into ongoing activities and monitor all QI activities Atteindre95 project. The QI Officer will work to create QI teams within health facilities; and coordinate identification and implementation of QI projects.  S/he will lead QI data collection in PMTCT, Adults and Pediatric care; QI analysis; and QI reports on a variety of data in order to assess quality of care and promote appropriateness of quality of care in each region .

Job Responsibilities :

  • Lead efforts to conduct site-specific assessments of quality improvement capacity, and plans QI start-up activities.
  • Conduct the creation of QI team in health facilities and health districts
  • Build capacity of all actors / technical staff in QI in order to integrate QI principles into their work and facilitate implementation of quality improvement activities
  • Support the implementation of the onsite QI mentoring for all staff of PMTCT, Adults and Pediatric care with the assistance of QI senior staff previously trained
  • Oversee QI related activities in their region and ensure systematic use of QI principles during implementation of the project
  • In collaboration with other staff, conduct routine data review or program improvement
  • Work with all staff to ensure that QI principles are applied during supportive supervision of PMTCT and C&T care; to carry out regular performance measurements at sites
  • Coordinate analysis of QI data; provide QI feedback to health facilities; and attend QI meetings at the regional level
  • Ensure that regular quality improvement meetings take place at site-level, district level and region (reviewing data, flow charts and setting/following up action plans through Plan, Do, Study, Act (PDSA) cycles) to strengthen QI in existing health management structure
  • Make recommendations to Associate Project Director following implementation of QI projects in the field
  • Other Duties as Assigned

Job qualifications and skills :

  • Minimum : Bachelor’s degree or equivalent in health science, public health, health information or related field
  • Minimum of 3 years of experience in healthcare quality improvement, project design, or project management
  • Having a minimum knowledge of Microsoft Office package (Word, Excel minimum) and the Internet; experiences in conducting training; good written and oral communication skills ;
  • Excellent interpersonal and supervisory skills, capable of directing and managing change, and inspiring teamwork and motivating staff and partners to achieve results ;
  • Fluent in both written and spoken English and French ;
  • Able to work legally in Cameroon as a resident or through a valid work permit ;
  • Currently reside in, or be willing to temporarily relocate to Douala, Cameroon for the duration of the contract period

 

Knowledge, Skills, and Abilities :

  • Demonstrated expertise working within multi-cultural and multi-national teams in developing countries, including with Ministries of Health and/or other implementing partners ;
  • Demonstrated expertise in providing targeted technical assistance on various QI themes ;
  • Strong communication skills, both oral and written, required ;
  • Proven ability to work effectively as member of dynamic team in a fast-paced environment, very demanding.
