Main objective :
External representation and coordination :
- Represent Intersos to local coordination bodies linked to the project (distribution committee, local and traditional administrative authorities and humanitarian actors in the area) ;
- Ensure external coordination relating to the activities of the whole project, in particular with the office and PAM agents ;
- Ensure regular and active presence in sectoral, ad hoc and general humanitarian coordination forums. Guarantee the quality of shared information, under the control of the Project Manager ;
- Maintain good relationships with all project stakeholders.
Supervision and monitoring :
- In connection with the Project Manager, ensure the implementation of the project ;
- Set up and follow up on project monitoring and continuous evaluation activities ;
- Ensure the proper use of validated technical tools and, if the context requires, suggest their modification or the implementation of new tools ;
- Ensure good coordination between the food distribution activity teams ;
- Guarantee an optimum level of technical quality during the implementation of activities ;
- In coordination with logistics and administrative services, ensure compliance with valid procedures ;
- Plan and monitor the budget and expenses and answer for their monthly justification at the landlord ;
- Guarantee the follow-up and the respect of the procedures and security provisions by the whole team under their responsibility ;
- Ensure operational coordination with donor field teams and report to national coordination in a timely manner on large-scale requests and their processing.
Human resources management :
- Supervise and evaluate the food distribution and cash transfer teams ;
- Identify needs, train and, in connection with the Project Manager, develop the technical skills necessary for the program team for the proper execution of the project ;
- Propose necessary and relevant adaptations to the organization chart.
Data management :
- In collaboration with the M&E officer, ensure the compilation of project implementation data ;
- Check the quality of input, processing of project data and organize and present it during the relevant proceedings ;
- Ensure the classification and secure archiving of data relating to the implementation of the project.
Reporting :
- Check the consistency and quality of the information provided by the teams and ensure its compilation and validation by the Project Manager ;
- Ensure daily reporting on distribution activities, in connection with the Project Manager ;
- Prepare and submit monthly distribution reports to Project Manager ;
- Monitor inventory changes and report in real time to the lessor and the Project Manager ;
- Participate in donor reports and the preparation of new proposals ;
- Provide regular situation reports (SitRep) (at least on a weekly basis) on project activities to the Project Manager.
Analysis and strategy :
- Analyze the weak and strong points of the project through team impact surveys and monitoring surveys ;
- Analyze the operational context, identify funding opportunities and the various risks for the project and the organization.
Accountability :
- In connection with the Accountability focal point, ensure that all the accountability tools are implemented at all stages of the project and ensure their optimal functioning ;
- Engage teams and actively report cases of fraud or abuse, including cases of EAS observed by teams or partners, in connection with the PSEA focal point ;
- By keeping a register, ensure that the beneficiaries’ opinions and suggestions on project activities are taken into account.
Competences :
- Masters degree in social sciences, management, agronomy and / or rural development ;
- Experience in a humanitarian context , preferably in an emergency context ;
- Work experience in the cash transfer and food distribution approach at methodological and operational levels ;
- Experience working and / or collaborating on a PAM project would be an asset ;
- Managerial experience of at least 1 year at a decision-making level for a project ;
- Ability to work effectively under pressure, in a tense secure environment and with limited means ;
- Good organizational skills and responsiveness ;
- Ability to develop methodological and training tools ;
- Strong analytical and proposal capacity ;
- Good writing skills ;
- Knowledge in analysis of the functioning of markets in rural and urban areas ;
- Strong skills in team and project management ;
- Strong communication and information skills ;
- Excellent knowledge of Excel (data and list processing, direct mail, knowledge of basic formulas), Word (Narrative reporting) and Microsoft Outlook ;
- Critical mind ;
- Sense of priorities and responsibilities, strong organizational capacity ;
- Autonomous and sense of teamwork ;
- Sincere motivation for humanitarian engagement ;
- Sense of diplomacy and negotiation.
Languages :
- Knowledge of pidgin English mandatory ;
- English: working language on the project ;
- Knowledge of local languages would be an asset.
