Context :
The Federal Government of Somalia (FGS) has received financing from the African Development Bank (AfDB) toward the cost of the Economic and Financial Governance Institutional Support Project II and intends to apply part of the agreed amount for this grant to payments under the contract for a Technical Assistant (National Procurement and Concession Counterpart).
The overall purpose of the project is to improve financial and economic governance in Somalia, as a foundation for overall good governance, economic development and political stability. The project has three mutually reinforcing components: (i) Strengthening macro-economic planning and management (ii) Enhancing control, transparency and accountability in the use of public resources, and (iii) strengthening capacity for project management. One of the project activities is to provide technical assistance to the formation of the Public Procurement Authority in accordance with the Procurement Law.
In view of the above, the FGS with the support of the AfDB is therefore seeking the technical services of a procurement expert to support the coordination and implementation of the National Procurement & Concessions Commission (NPCC). The contract duration will be 12 months.
Scope of the work :
The scope of the assignment is to support the coordination and implementation of the NPCC, act as Government’s counterpart/interlocutor for procurement and concessions related issues.
- Provide guidance to the government for the formation of the Public Procurement Authority in accordance with the Procurement Law.
- Take action for the gradually increased use of Procurement Web Portal by the Ministries, Departments and Agencies (MDAs) newly developed.
- Plan and facilitate dissemination of the Procurement Law to the MDAs.
- Plan and facilitate dissemination of the Procurement Concession and Disposal Manual prepared under the EFO to the MDAs.
- Arrange and coordinate provision of procurement support from the Procurement Unit (PU) formed under Ministry of Finance, on operational procurement activities of various MDAs of FGS and for donor-funded project (World Bank Group, AfDB, and United Nations Development Programme (UNDP)) as needed.
- Coordinate the review of draft procurement regulations, standard bidding documents and other documents prepared by the International TAs for Procurement.
- Coordinate the activities of various consultants supporting procurement and concessions reforms and support the implementation of activities of National Procurement and Concessions.
- Lead the capacity building efforts in the field of public procurement for the MDAs, also coordinating with the Strengthening Somalia Governance (SSG) initiatives supported by other donors.
- Coordinate with the project teams of donor funded projects for the proposed procurement arrangements.
- Lead the PU for mapping of procurement staff in the MDAs (both consultants and the government staff, including donor funded project staff.)
- Lead the PU for conduction of a procurement workload mapping of the MDAs in Mogadishu.
- Coordinate with PU in data collection, tracking and reporting progress of intermediate result indicator Number 3 for Component 2 of the Project (Percentage of contracts using competitive procurement methods).
The Ministry of Finance now invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (curriculum vitae, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy, 2015, which is available on the Bank’s website at http://www.afdb.org.
