Historique:
The media can be a powerful channel of information in a society. The messages it transmits can change or reinforce social norms and behaviours and mobilize citizens to take actions. The role of the media in advancing women’s right by changing narratives and challenging stereotypes is critical. Women and the Media is one of the 12 critical areas of the Beijing Platform for Action where the media has been noted as being an influential power to challenge and change people’s perception, behaviour, and impact on policy dialogue. The Action plan also underlined the need to address continuous negative projection of, degrading image of and other similar images of women through the media including through advertisement. It called for an action to intensify the media’s role in balancing unequal gender relations and promoting gender equality. In a similar manner, the recently adopted Ethiopian Women Change and Transformation Strategy (2017)and the Ethiopian Women Development and Change Package (2017) identified similar responsibility by the media making it one of the responsible organs to be a partner in ensuring the participation and benefit of women in the country.
The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) works to raise awareness on gender equality among members of the media, including through special workshops and toolkits, so they can begin to practice gender-sensitive reporting. It also advocates for more women to work in the media, including in leadership positions.
UN Women partnered with Ethiopian Broadcasting Authority (EBA) on the project ‘Enhancing the Role of Media in Promoting Gender Equality and Women in Leadership’. Though this project, UN Women has supported the development of a Guideline on Gender Sensitive/ Responsive Reporting for media to avail tool kits for journalists and media professionals with a view to promote, the role of the media as a contributor to the achievement of gender equality, women’s participation in leadership and decision making, and a balanced and non-stereotyped portrayal of women and girls in the media.
In 2019, UN Women in collaboration with EBA, is planning to develop a training manual and facilitator guide based on the already developed Guideline on Gender Sensitive/ Responsive Reporting for media. The training manual and facilitator guide will be used to train journalists and media professionals. This TOR is prepared to guide the recruitment of an international consultant, who would be working with a national consultant, to develop a comprehensive training manual and facilitator guide on Gender Sensitive/ Responsive Reporting for media.
Devoirs et responsabilités:
The international consultant will be the lead consultant working with a national consultant in the development of the training manual and facilitator guide and is expected to carry out the following tasks:
- Review the Guideline on Gender Sensitive/ Responsive Reporting for media and undertake a desk research on all necessary documents and existing guidelines, and work with international consultant to share context, knowledge and develop workplan for the assignment, including specific duties, specific dates within assigned timelines and division of labour
- Draft a training manual that is engaging and easy to utilize with the necessary activities based on the ‘Guideline on Gender Sensitive/Responsive Reporting for Media’
- Work closely with the national consultant to finalize training manual and facilitator guide including outline, session plans, materials, etc. and to ensure Ethiopia -specific and context responsive content is being incorporated into the manual, including relevant case-studies, examples etc.
- Present the training manual and facilitator guide to stakeholders for input; and incorporate the feedback and finalize the manual.

Qualifications et expériences requises:
Education:
- Master’s degree in journalism and communication, Gender and Media and other related fields ;
- Extensive knowledge and understanding of gender issues particularly related to gender and media is very essential.
Experience and skills:
- A minimum of five years professional expereince in the field of jornalism,media and gender ;
- Demonstrated experience in developing training materials containing facilitator guide and training activities ;
- Extensive operational experience in the field of journalism, media and gender. ;
- Demonstrated experience in curriculum development, training materials and good drafting skills ;
- Experience working on mainstreaming gender in media and communication ;
- Understanding of the practical challenges and opportunities of gender sensitive/responsive reporting in broadcast and print media and reporting in a gender sensitive manner ;
- An ideal candidate should have creativity, strong organizational ability, capacity to deliver on time, excellent presentation skill and be responsive to feedback ;
- Strong command of written and oral English is mandatory.
Language:
- Excellent knowledge of written and oral communication in English.
