The Role :

Manage all project related site activities associated with commissioning and startup of projects and modifications to facilities. He supports project HSE and coordinates all activities from construction completion through to handover in order to ensure a seamless transfer from project to Operator in support of the Company’s activities in Chad.

Detailed Description :

• Manage and direct the project commissioning team and personnel at site in the safe and structured delivery of the project commissioning process and objectives ;
• Make input to commissioning strategies and plans for individual projects (with the Commissioning manager and team) ;
• Manage the resources, equipment and materials needed to effectively execute the commissioning scope at sites ;
• Oversee preservation activities for project equipment ;
• Identify potential HSE and commissioning risks and manage these by reviews, risk assessments and adherence to Company PTW system, ensuring Company HSE standards (Safeoil) are maintained ;
• Assistance to construction to integrate commissioning scopes into an integrated plan ;
• Ensuring that the activities defined and agreed in the commissioning strategy and procedures are executed on site ;
• Development and approval of commissioning workpacks and associated inspection checklists (ITRs), commissioning procedures and other documentation needed for executing scope and overall direction and control of Commissioning – Completion System ( PCMS, Orbit) ;
• Direction and management of the commissioning team and contractors, including vendors’ activities during the pre-commissioning and commissioning phases and support to Operations thereafter during early operational stages ;
• Work closely with operations to ensure witnessing of activities and smooth handover of projects and that relevant documents, redline mark ups etc. are included in handover ;
• Coach and develop national staff assigned to commissioning to further career opportunities.

Supervises :

The discipline commissioning engineers, technicians and vendors and the PCMS administrator.
In addition, operations and project staff seconded for the site execution phases together with vendor representatives and third parties will also report to him during the (site) execution phases of project.

Essential Abilities :

• Significant demonstrable experience in a senior position carrying out the execution of oil and gas, petrochemical related commissioning scopes of work ;
• Good understanding of overall project management, with minimum of 15 years in project engineering, engineering management, and similar roles ;
• Minimum of 10 years testing and commissioning, plus a working knowledge of other project disciplines and development functions ( drilling/ operations etc.) ;
• Strong general technical/engineering skills and knowledge of standards and practices in the oil industry and detailed knowledge of PTW systems and Hazard management in commissioning ;
• Ability to interface with client, multi-discipline company and contractor engineering personnel, fabrication, installation, hook up and commissioning teams ;
• Must be fully knowledgeable in commissioning oil & gas projects that involve both brownfield and greenfield content ;
• Familiar with development of commissioning workpacks, procedures and phased completion of projects from mechanical completion till introduction of hydrocarbon ;
• Must be familiar with Project Completion methodology and associated systems and with good understanding of project planning.

Essential Skills / Qualifications :

• Bachelor’s degree or other equivalent qualification in an engineering discipline ;
• Minimum 5 years recent relevant experience working directly for owner/operator/client in a remote onshore location ;
• Membership of a recognized engineering institution (preferred) ;
• Fluent written and spoken English (Fluent French would be an advantage) ;
• Experience working in Africa (preferable) ;
• Minimum of 10 years testing and commissioning, plus a working knowledge of other project disciplines and development functions ( drilling/ operations etc.).
