Recruitment of a Webmaster/Social Media Manager – Yaounde, CM

Duties :

Maintains the Embassy’s bilingual Internet presence, including but not limited to social media, mobile technologies, and Mission websites. Develops and implements post’s social media strategy. Plans and implements social media outreach programs. Produces video products in support of public diplomacy and MSRP goals. Produces daily reports on relevant internet-based information for distribution to Embassy Official.

Qualifications and Evaluations :

Requirements :Experience : At least two years of progressively responsible experience with social media, websites design and management, and information research is required.

Job knowledge : Job holder must be computer literate with a focus on the Internet and other web-based tools. Knowledge of HTML, email, web page design and production techniques, social media design and management, customer relationship management, and marketing. Understanding of current trends and developments in American and host country information science and technology environment. Versed in wide range of issues dealing with U.S. government and political processes, U.S. foreign policy, legislative and other domestic issues, as well as U.S. society, culture, and values. In-depth knowledge and understanding of social media platforms. Job knowledge may be tested.

Education Requirements:

  • A university degree in Library Science, teaching, the Liberal Arts, Social Sciences, Information Science or Information Technology, or a related field is required. Specialized training in social media, web design, or information technology is required ;
  • Evaluations .

Language : Level IV (Fluency) speaking/reading/writing English and Level IV (Fluency) speaking/reading/writing French are required. This will be tested.

Skills and ability : Expertise in information technology and web administration. Excellent service orientation to target audiences, as well as superior interpersonal and cross-cultural skills. Excellent written and oral communication skills; good public speaking skills Ability to maintain frequent and close contact with target audience, and handle disgruntled social media followers. Work effectively with American and foreign national staff. Ability to develop, maintain and design websites and deploy social media tools for targeted outreach to Mission audiences. Ability to conduct reference researches and respond rapidly to complex requests, often for breaking news; to work effectively with American and Cameroonian colleagues; to independently plan, organize and carry out assigned responsibilities using electronic based technologies are required. This may be tested.

  • Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Yaounde, Cameroon may receive a compensation package that may include health, separation, and other benefits  ;

  • The pay plan is assigned at the time of the conditional offer letter by the HR Office .

Hiring preference selection process : Applicants in the following hiring preference categories are extended a hiring preference in the order listed below.  Therefore, it is essential that these applicants accurately describe their status on the application. Failure to do so may result in a determination that the applicant is not eligible for a hiring preference.

Hiring preference order : 

  1. AEFM / USEFM who is a preference-eligible U.S. Veteran ;

Important :

Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification.  A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.  Acceptable documentation must be submitted in order for the preference to be given.

This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
