  1. The Government of Angola (GoA) has received financing from the African Development Bank toward the cost of the Institutional and Sustainability Support to Urban Water Supply and Sanitation Service Delivery, and intends to apply part of the proceeds of the loan to payments under the contract for Wastewater and Drainage Design Engineer.
  2. The services to be provided under the assignment include but are not limited to the following: have an oversight and check the engineering designs prepared by the Contractors/Consultants under the Project; provide technical advice and recommendations to the client on all matters related to the design of all projects being implemented and supervised under the Project. Her/his role will include, amongst others, the following tasks : write terms of references for studies in line with applicable guidelines of Angola and best international practices; (b) control and ensure quality of feasibility/technical studies, engineering designs proposed by Contractors/Consultants, according to applicable standards and regulations; (c) review and provide technical input on feasibilities studies, engineering designs submitted by the Consultants and/or Contractors; (d) propose, in consultation with the client, the responses to the questions raised by Contractors/Consultants during the preparation of the engineering designs; (e) ensure a smooth coordination amongst the different parts involved in the preparation and approvals of the engineering designs; (f) verify and advise on the needs for approvals of Government and Local authorities; (g) verify and propose the approval of any changes in the engineering designs during the project implementation; (h) participate in field technical verifications and supervisions; (i) provide input to quarterly project progress report and other reports required by the Government; (j) assist the Project Manager and Client on all technical matters; and (k) any other assignment related to the project as reasonably requested by the Client management. The estimated duration of services is of 24 months extendable on a yearly basis thereafter.
  1. The Ministry of Energy and Water (MINEA), through the National Water Directorate (DNA), now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must send their CV providing information demonstrating that they are qualified to perform the services, namely their qualifications and experience, their ability to undertake this assignment (reference to similar services, experience in similar assignments, experience in similar conditions, availability, etc.). Required qualifications include: (a) A Degree in Civil Engineering or Sanitary Engineering or related field; post-graduate degree in one of related to these fields will be an added advantage; (b) At least fifteen (15) years post qualification working experience in the field of water supply, water drainage and/or sanitation, of which the specific experience for design of wastewater and sewerage systems is at least 10 years; (c) Work experience in three large urban water and sewerage projects (with significant component of wastewater) in a similar position; (d) Should have strong computer skills, including working knowledge of Microsoft Word, Excel, and software for design of water supply networks (such as EPANET or equivalent); Working experience in Sub-Saharan Africa and Lusophone Countries  is an advantage ; Fluent in Portuguese and working knowledge of English language is required.

  3. Written expressions of interest must be delivered or submitted by e-mail to the address below by February 18, 2019 at 3:30 PM (Local Angola Time) and must mention “Expression of Interest for the position of Wastewater and Drainage Design Engineer (CO27A-ISSUWSSSD/19”.
