RECRUITMENT OF A JUNIOR GOVERNANCE CONSULTANT

 

Expressions of interest are being requested for a Junior Consultant Position to Provide Support to ECGF in the implementation of its work program.

TERMS OF REFERENCE

JUNIOR GOVERNANCE CONSULTANT

  1. INTRODUCTION AND OBJECTIVES

1.1 The Governance and Public Financial Management Coordination Office (ECGF) is in the complex of the Chief Economist/Vice Presidency for Economic Governance and Knowledge Management (ECVP), based at the Headquarters of the African Development Bank Group in Abidjan, and is responsible for coordination and operationalization of the Bank’s Governance policy, strategy and programs, including lending and non-lending work. ECGF works in collaboration with the other complexes and departments of the Bank towards ensuring that the Bank’s substantive technical engagement with key policy and strategy processes in the area of governance and public financial management are properly coordinated; and (ii) that the Bank’s interventions in Regional Member Countries, through program-based operations/budget support and institutional strengthening projects promote effective and accountable governance and public financial management.

1.2 The Governance and Public Financial Management Coordination Office (ECGF) of the African Development Bank is planning to recruit a Junior Governance Consultant for a period of 12 months to support ECGF in the implementation of its work plan.

  1. SCOPE OF WORK

2.1 Under the direct supervision of the Director, ECGF, the Junior Consultant will be responsible for implementing the following activities :

  • Provide support to the ECGF front office team in the preparation and dissemination of the New Governance Strategy for delivery in 2019. This includes data collection, research and analytical work on areas of potential focus of the new Strategy, assisting with the organization of meetings and consultations, including preparation of supporting materials and supporting dissemination activities ;
  • Provide support to the ECGF front office on other non-operational activities, such as organization of knowledge sharing events and capacity building activities, as well as supporting the coordination of activities with technical and financial partners, including the preparation of briefs, papers and presentations, and coordinating communications as well as managing logistical aspects ;
  • Provide support to the ECGF Team and participate in the identification, preparation, appraisal, supervision and ex-post review of Bank support programs in the area of economic and financial governance, and contribute to the preparation of all related reports. These operations include program-based operations and institutional strengthening projects with a focus on building effective institutions that promote equity, transparency, and accountability in the management of public resources ;
  • Provide support to the Management of ECGF on monitoring of portfolio, and quality assurance of operations in Bank’s Regional Member Countries (RMCs), including monitoring of incorporation of comments from IQRs, implementation of the recommendations of supervision, audit, requirements for reporting, updating of the SAP etc. ;
  • At the request of the Bank, the Junior Consultant may carry out other tasks in light of his/her field of expertise, notably those that shall be assigned to him/her by the Director, ECGF.

  1. ORGANIZATION OF THE ASSIGNMENT

3.1 The assignment will be undertaken mainly at the Headquarters of the Bank (in particular, CCIA Building) in Abidjan (Cote d’Ivoire). The Junior Consultant could be required to undertake missions to Regional Member Countries of the AfDB, which shall be considered in conformity to the rules applicable to standard Bank procedures.

3.2 A significant portion of the work will require the Junior Consultant to work independently, however he/she will be under the overall guidance and supervision of an assigned Task Manager.

  1. DURATION OF ASSIGNMENT

4.1 The period of the contract will be twelve (12) months. The service of the Junior Consultant is expected to start on 26 March 2019 and will be undertaken in the Bank’s permanent HQ in Abidjan (Côte d’Ivoire).

  1. REPORTING AND DELIVERABLES

5.1 The expected outputs of the Junior Consultant will include, but are not limited to :

  • Briefs and research notes for the New Governance Strategy, as well as review and editorial support towards its finalisation ;
  • Consultation plan and supporting materials (PPT, questionnaires etc.) for the consultations around the New Governance Strategy and detailed report on outcomes of the consultation ;
  • Dissemination plan for the New Governance Strategy and supporting materials, including final report on the dissemination activities ;
  • Background research, internal memos and briefing notes to support missions and preparation of appraisal reports for operations included in 2019/2020 lending programme ;
  • Monitoring system for the tracking of Internal Quality Review comments and recommendations and how they were addressed (including work on minutes template and tracking of comments system) ;
  • Inputs to the Annual Report 2019 and the Annual Development Effectiveness Review 2020, in the form of briefs and presentations on the operations being implemented by ECGF, highlighting results and lessons ;
  • Briefing notes on ad-hoc items including partnerships, initiatives, and specific areas relating to the work of ECGF

5.2 The language of the Report(s) that the Junior Consultant is expected to produce shall be English and/or French ;

5.3 A detailed work plan will be agreed with the Junior Consultant at the start of the assignment and updated periodically ;

5.4 At the time of conclusion of the assignment the Junior Consultant’s output will be evaluated based on the following criteria: (i) professional competence; (ii) analytical reasoning and communication skills; (iii) reliability of information and data; and (iv) output and quality of work produced.

  1. PROFILE AND QUALIFICATIONS OF THE CONSULTANT

Essential :

  • At least a Master Degree or equivalent in Economics, Public Administration, Governance/Political Science, Law or related fields ;
  • Work experience (between two and four years of relevant post-graduate work) in the areas of Governance, Macroeconomics or Finance, including experience working in countries in Africa ;
  • Previous experience in consulting for a bilateral and/or multilateral setting in Africa.

Desirable :

  • Experience in preparing strategies or policies to guide development work, with focus on Governance issues ;
  • Experience in the organisation of events, production of communications products and related tasks ;
  • Experience in the design and implementation of budget support operations and institutional support projects in the field of Governance in Africa.

Competencies :

  • Strong analytical and conceptual abilities ;
  • Strong organisational, coordination and communication skills ;
  • Team working and relationship skills ;
  • Excellent writing skills in English or French, with a good working knowledge of the other language ;
  • Ability to handle speedily and efficiently internal and external requests ;
  • Competence in the use of Bank standard software (Word, Excel, Access, PowerPoint, MS projects). Knowledge of SAP would be an asset ;
  • Understanding of the Bank’s operations and strategic priorities.

  1. REMUNERATION FOR THE ASSIGNMENT

7.1 The Junior Consultant will be paid a monthly lump sum, which will be determined on the basis of his/her years of experience, for the entire period.
