Title of the assignment : Recruitment of a Junior Consultant to prepare Project Management tools and dashboards.
Brief description of the Assignment : The Infrastructure Non-sovereign operations (NSO) Division is dedicated to the origination, structuring, and execution of non-sovereign infrastructure projects mainly in the transport and urban development sectors at the African Development Bank (AfDB).
The main objective of the assignment would be to help prepare Project management tools and dashboards that would allow keeping track of the evolution of the indicative pipeline in coherence with the existing tools.

Terms of Reference for
PREPARING PROJECT MANAGEMENT TOOLS AND DASHBOARDS –
INFRASTRUCTURE NSO DIVISION

- Introduction / Background :
The Infrastructure Non Sovereign Operations Division (PICU4) of the Infrastructure and Urban Development Department is dedicated to the origination, structuring, and execution of non-sovereign infrastructure projects mainly in the transport and urban development sectors. In addition to project finance, the division also provides direct support to corporate entities and projects through equity investments through specialized intermediaries such as private equity and venture capital funds.
For an identified project to reach bankability, long periods of time, may elapse from its identification. Maintaining the indicative pipeline may then end up a tedious task. Keeping an up to date status may be secondary to processing active projects.
- Objectives of the Assignment :
The PICU4 Division is therefore looking for a full time Junior Consultant for a period of six months to prepare project management and monitoring tools and dashboards that would allow keeping track of the evolution of the indicative pipeline in coherence with the existing tools.
- Main activities and deliverable :
The main activities of the assignment are :
- Understanding the AfDB NSO project cycle ;
- Drafting, proof-testing and validating spreadsheet dashboards and tools for the follow-up of the indicative pipeline ;
- Assuring the sustainability of the developed dashboards and tools and their adoption by the investment team, by consulting them and understanding their needs and modus operandi ;
- Any other task as requested by the Division Manager.
In terms of deliverables, the junior consultant should produce the indicated dashboards and tools, as well as a user manual. An activity report is expected at the end of the assignment.
- Administration/reporting :
The recruited Junior Consultant will be supervised by the Investment team. He/She shall report to the PICU4 Division Manager.
- Duration of the assignment :
The assignment duration is 6 months starting in April 2019. The Junior Consultant will be based in Abidjan, Côte d’Ivoire.
- Qualifications and Experience require :
The PROSPECTIVE candidate should have the following qualifications and experiences :
- Citizenship of one of the Bank member countries ;
- Be aged of less than 32 years at the signature of the contract ;
- At least a Master’s degree or equivalent related to finance, engineering or project management ;
- At least 3 years, and maximum 5 years, of experience in project management or database management research. Experience in the transport sector in Africa is a plus ;
- Rigorous, results-oriented individual with strong analytical skills ;
- Experience in MS Excel with advanced formatting and formula knowledge ;
- Proof of similar work done ;
- Strong communication (both orally and in writing) in English and knowledge of French. Proficiency in French is an advantage ;
- Proficiency in personal computer and Microsoft products including Word, Powerpoint, and Outlook.
- Remuneration :
The consultant shall be paid a total monthly lump sum, comprising fee, subsistence and other incidentals, for the duration of the assignment and commensurate with the number of years of work experience. The Bank will cover travel and field mission costs as per its rules.
