Background :

The Purpose and Scope 

The purpose of the Key Populations M&E system is to facilitate the tracking of progress towards Key Populations programmatic results and generation of strategic information to inform decision making by stakeholders at national, provincial and district levels.

 

Objectives :

The objective of this consultancy is :

  • To define the data requirements and assign responsibilities for effective tracking of Key Populations programmatic implementation at national, provincial and district levels ;
  • To define data management protocols and assign responsibilities for data collection, data flow, analysis and reporting by different Key Population stakeholders at national, provincial and district levels ;
  • To define data feedback mechanisms and utilization for decision making among Key Populations stakeholders at national, provincial and district levels

 

Background :

The national Monitoring and Evaluation system is coordinated by the National AIDS Council (NAC), which draws from the different M&E sub-systems that report on various aspects of the HIV response. It further leverages on the use of technology to enhance timely reporting and improve data management. To this end, Key Populations (KP) stakeholders will establish a common web-based database on core indicators for use. The KP M&E system will also enhance the production of M&E products and sharing of data to facilitate efficient and effective decision making at national, provincial and district levels.

The KP M&E system is expected to provide a robust approach for evaluation of Zimbabwe National extended HIV/AIDS Strategic Plan (ZNASP 111.) Critical surveys, evaluations and surveillance will be undertaken to measure outcomes and impact of the strategic framework.

All stakeholders will be anticipated to adopt and implement this KP M&E system, align their internal M&E systems to this framework, and be committed to reporting through the national systems outlined in the Extended ZNASP 111.

Duties and Responsibilities :

The consultant will establish a Key Populations national Monitoring and Evaluation system for the KP implementing partners based on the 5 Guiding principle of a KPM&E system. The KP M&E system should be anchored on the overarching internationally agreed “three ones” principle in addressing the HIV and AIDS response, which emphasizes the need for having One M&E System for effective coordination. The implementation of the system shall be guided by the following principles: The consultant should ensure :

  • Harmonization and alignment – All Government agencies at national, provincial and district level as well as private, civil society organizations and faith based implementing organizations and  partners  to collaborate and attain  Key Population M&E results in a harmonized and  coordinated manner. This M&E system will therefore provide guidance to enable implementing organizations and supporting partners to harmonize their data and KP M&E processes and work collaboratively to facilitate an efficient and coordinated process of tracking, monitoring and evaluating of KP programmatic results ;
  • Standardization of indicators and data collection – Key Populations indicators, data collection   tools, and methods should be standardized to allow comparability of Key Populations programme outputs and outcomes across implementing partners and between Key population sectors ;
  • Strategic dialogue and partnerships : Dialogue and strategic partnerships should be strengthened through various stakeholder fora at national, provincial and district levels to review progress in the Key Population programmatic implementation and assess the effectiveness of HIV programmes among Key populations.
  • Data demand and use : Data collected at all levels should be made available to national, provincial and district level for use in decision making and programming of HIV interventions.
  • Transparency, accountability and feedback : Information dissemination mechanisms should be utilized to promote transparency and enhance accountability at national, provincial and district levels, taking advantage of information technology to enhance efficiency.  Some of these mechanisms will therefore include online and media channels.

  • Strong inter-personal, negotiation and liaison skills.

Partnership building and team work :

  • Excellent negotiating and networking skills ;
  • Demonstrated flexibility to excel in a key Populations sensitive environment.

Required Skills and Experience :

Education : The prospective consultant should have PhD in Public Health or Social Science/ Equivalent and with extensive monitoring and evaluation components.

Experience :

  • The consultant should have proven minimum 5 years’ experience after establishing Key Populations M&E system of a similar set-up, size and scope ;
  • Consultant/research team should have proven experience and expertise on Key Populations programme implementation ;
  • Knowledge and experience of participatory assessment / development approaches for Key Populations in their diversity will be required ;
  • Extensive experience in establishment of Key Populations M&E systems at national level ;
  • At least one established national Key Populations M&E system in a developing country ;
  • Similar assignment traceable through verification of an existing robust Key Populations M&E system ;
  • Ability to operationalize the 12 components of an M&E system ;
  • Ability to review and improve existing Key Populations M&E systems ;
  • Experience in working with a team of Key Populations professionals in their diversity eg MsM, Transgender, Female Sex Workers, People with Disabilities.

Language : Fluency in written and spoken English is required for this consultancy.
