REQUEST FOR EXPRESSIONS OF INTEREST
CONSULTANT TO SUPPORT PREPARATION AND IMPLEMENTATION OF CLIMATE SMART AGRICULTURE (CSA) INVESTMENTS IN AFRICA
- The African Development Bank (AfDB) is recruiting for an Individual consultant to assist AHAI.2 Division in portfolio management and various technical expertise as part of the implementation of the African Climate Change Program. Climate Smart Agriculture (CSA, 2017-2025) of the Bank, one of the flagship programs of the Bank’s Feed Africa strategy (2016-2025). The ACSA program aims for a sustainable and resilient transformation of African agriculture for food security in the context of climate change. The main deliverables of the CSA program include: i) 10 million producers adopting CSA technologies and practices; ii) 20 million producers who have access to climate information; iii) 5 million ha of degraded land recovered and forests under sustainable management; iv) 500,000 ha of agricultural land with resilient irrigation infrastructures; v) 100 % of Feed Africa projects integrate climate change; vi) 500,000 green jobs created; and vii) USD 1 billion climate funds mobilized for CSA projects in Africa.
- The selected individual consultant is expected to :
- Ensure technical assistance and support supervision of the PIDACC program in the nine countries ;
- Support development and implementation of the CSA activities ‘s program ;
- Provide support to RMCs in the development and implementation of strategic initiatives for CSA promotion, and in the identification of appropriate CSA development projects ;
- Provide expertise within the Bank, in general, on climate-smart agriculture (CSA) in all phases of the project cycle ;
- Provide expertise to Regional Member Countries (RMCs) for research and analysis of issues related to agriculture and climate change ;
- Provide high-level technical support to AHAI Department to assist selected RMCs in selection of investment program in relation to the agriculture adaptation sectors and CSA for the development of investment plans, as well as that the processing of the applications related to the operations which result from it ;
- Participate to the review of activities related to agriculture and climate change, policies and technical contributions ;
- Participate in all project cycle missions, i.e., country team missions, and AHAI.2 Division field missions, in RMCs ;
- Provide technical guidance and advices to other experts within AHAI and the Bank’s field offices on various activities of the project cycle ;
- Participate on behalf of the Bank in various seminars and conferences on CSA ;
- Participate in Country Team meetings, based on instructions of the AHAI.2 Division Manager or at the request of the CSA Coordinator ;
- Collaborate effectively with all project leaders and AHAI.2 Division staff in performing day-to-day tasks ;
- Participate in the CSA monitoring and evaluation activities ;
- Perform other duties as assigned by AHAI.2 Division Manager and / or AHAI Department Director.
- In this regard, the Agriculture research, production and sustainability (AHAI.2) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).
The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Consultants under projects financed by the Bank Group, available on the Bank Website at http://www.afdb.org. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the African Development Bank to include him/her in the shortlist.
Duration of the Assignment : The estimate-working period (level of effort) is for six (6) months calendar from 1st February 2019 renewable for another period of six months based on the performance and needs of the Bank. The consultant will provide a monthly report.
Desired Qualifications :
- The consultant must hold a degree in agriculture engineering, agronomist, water resources engineer, environmental engineer or related fields and at least a Master II or equivalent degree in natural resource management in the context of climate change. It must be justified by at least ten (10) years’ experience on climate change issues, including specific experience in the development of climate-smart agriculture (CSA) in Africa of at least five (05).
- He/ will also have a vision, professional competence and proven mastery of agricultural development projects. He must have a great knowledge of climate-smart agriculture technologies and practices. In addition, he should have the capacity to analyze, evaluate and seek solutions to the challenges of sustainable management of natural resources and climate change in Africa. He will also have computer skills, especially with regard to the Windows environment and standard Microsoft applications. He must be able to communicate fluently, in writing and orally in French and in English. The consultant must finally be available from any engagement during the entire duration of the mission.

Selection criteria : The consultant will be selected based on i) his/her qualifications, ii) experience and iii) experience of working in African countries.
