CONSULTANCY SERVICE FOR BASE LINE AND KAP STUDIES – GASSLIP/S/001
The Government of the Republic of Ghana has received financing from the African Development Bank in the amount UA 40.9 million (US$ 55.6m) towards the cost of the Greater Accra Sustainable Sanitation and Livelihoods Improvement Project (GAS -SLIP), and it intends to apply part of the agreed amount for this loan to payments under the contract for the Consultancy Service for Baseline and KAP Studies.
The Project aims to increase access to safe and sustainable sanitation to the residents of the Greater Accra Metropolitan Area (GAMA), targeting the urban and peril-urban poor residents. The Project will provide domestic and municipal level sanitation infrastructure, support skills development and livelihood improvements, and enhance the capacity of sanitation service providers and the participating local government authorities to better deliver and manage climate resilient sanitation services within GAMA.
The overall objective of the Project is to improve the socio-economic well-being and health standards of the urban poor within the Greater Accra Metropolitan Area. The specific objectives are (a) to increase access to improved and sustainable climate resilient sanitation and hygiene with improved livelihoods for the urban poor, and (b) to strengthen public and private sector capacity to better deliver and manage sanitation infrastructure and services.
Scope of work :
Areas of study for the baseline assessment will include, but not limited to :
- Basic geographic and demographic information of project location (income and expenditure, type of livelihood strategies, infrastructure, services, etc.) ;
- Maps, GPS coordinates and photographs of sanitation facilities (household toilets, public toilets, sewer lines, solid waste transfer stations, engineered landfill sites, waste dumps, etc.) in the project area ;
- Identification of existing sanitation practices, facilities and services and what is/are the preferred sanitation system (pour water closet flush latrine, VIP latrine, pit latrine, public latrine, water closet etc.) in schools and households (including gender and disability friendly WASH facilities) ;
- Existing health and hygiene practices, knowledge and attitudes towards good hygiene practices and indicators, with special reference to differences in access to WASH facilities, acceptable norms for personal hygiene practices for women, men, boys and girls ;
- Baseline information on different aspects of the value chain of Municipal Solid/Liquid Waste management (generation, collection, haulage, treatment, value addition, disposal, etc.) as well as capacity of waste-to -energy septage treatment facility and capacity of additional landfill cells and transfer Station ;
- Baseline data on water supply and handwashing facilities in schools (including gender and disability friendly WASH facilities) ;
- Baseline information on the incidence of sanitary related diseases in GAMA ;
- Visit communities, markets, schools and health centres and compile existing sanitation, health and hygiene activities, particularly on-going school and community hygiene promotion activities being implemented, including behaviour change campaigns undertaken by MMAs ;
- Review existing sanitation, hygiene education and awareness materials for various media as appropriate for use within GAMA ;
- Identify existing groups for hygiene promotion (women’s groups, religious groups, youth groups, etc.), and how to make sanitation activities as a livelihood activity (public latrine, waste disposal with youth groups, etc.) ;
- Identify context specific cultural and WASH infrastructure issues that would have an impact on protection and gender issues related to access to sanitation ;
- Sanitation Market assessment in terms of:
- Analyzing the existing market inputs in relation to hygiene and sanitation value chain ;
- Context (economic, social, legal, communication means, existing distribution network); offer (what products/services already exist in the market) and demand (attitudes, behaviors, opinion, needs, expectations) ;
- Assess the potential for market-led WASH service options ;
- Success factors critical to ensuring economic viability of potential Sanitation service providers ;
- How to enable market-driven approaches to cater for basic Sanitation needs of communities, i.e. access to latrine construction products and services, local production of soap, linkages of communities and sanitation markets, access to menstrual hygiene products, etc ;
- Willingness and ability to pay for basic sanitation services (household toilets).
Expertise Required :
The expertise required for this assignment will include but not limited to a Team Leader/Planner or Sociologist, a Statistician/Data Analyst and a WASH Specialist.
The Ministry of Sanitation and Water Resources now invites eligible consultimg firms (Consultants) to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” dated May 2008 and revised in June 2012, which is available on the Bank’s website at http://www.afdb.org
