Terms of Reference 

Background :

The African Development Bank (the Bank or AfDB) is a Multilateral Development Bank (MDB) established in 1964 to catalyze sustainable economic development and social progress in its Regional Member Countries (RMCs), thus contributing to poverty reduction. The AfDB Asia External Representation Office (SNAR) is the Bank’s sole representative office outside Africa, opened in Tokyo, Japan, in 2012. The SNAR’s major objectives are to enhance partnerships and dialogue with Asian countries, promote business and investment opportunities in and with Africa, and widely disseminate and exchange information about the Bank, itself, and development issues and projects in Africa. There are currently four Asian member countries, which are China, India, Japan, and Korea.

China has been a long-standing Bank’s partner. Among various joint initiatives, China and the Bank established Africa Growing Together Fund (AGTF) which has been serving as a key instrument to accompany the Bank as it implements its Ten Year Strategy and High 5s priority areas. Given the increasingly close working relationship, the Bank’s president attended the Forum on China-Africa Cooperation held in Beijing in September 2018. President Adesina met various key Chinese high-level officials and business leaders. In April 2019, the Bank plans to send a mission to enhance its ties with China and attend several important meetings with key stakeholders.

Due to the expected large volume of support and coordination work in Beijing, it is required to have an assistance by an individual consultant in order to strengthen support capacity for the delegation. Under such context, SNAR needs to recruit a short-term consultant to support the Bank’s China visit.

Major Tasks of the Consultant :

  • Under the overall guidance of the Head of SNAR and direct instructions by the External Relations and Communication Officer of SNAR, the consultant shall ;
  • Assist the AfDB’s visit to Beijing ;
  • Coordinate logistics for the AfDB delegation in Beijing ;
  • Accompany the AfDB delegation in meetings and interviews held in Beijing ;
  • Draft media articles on the Bank’s visit to China in English and Chinese for the AfDB’s website ;
  • Take photos during the Bank’s visit in Beijing ;
  • Monitor coverage of the Bank’s visit to China on major Chinese-language media ;
  • Assist in other related tasks that the Head may deem necessary from time to time.

Qualifications :

  • Minimum a Master’s degree in communications, journalism, political science, economics, finance, international relations or any other relevant subjects ;
  • Minimum ten years of working experience in journalism, public relations, international cooperation, private sector, etc ;
  • Prior experience in assisting international VIP’s missions is a strong asset. o Excellent inter-personal and communication skills ;
  • Fluency in English and Chinese is required.

Duration and Location of the Assignment

  • Max 10 days between 15 April and 14 May 2019 ;
  • If actual working days will be less than 10 days, the payment will be adjusted ;
  • The Consultant will work in Beijing, China. Work permit and visa for working in China should be obtained by the Consultant.

 

Consultancy fees :

Remuneration of the consultant will depend on the consultant’s experience in accordance with the Bank’s procurement guidelines. A candidate will be responsible for obtaining personal health insurance at his or her own cost. The coverage should include all medical expenses, including those resulting from illness or injury incurred during the duration of the assignment.

 

Other :

The consultant will be expected to perform his/her tasks in Beijing. No office facility will be provided.
