Plan international :

is looking for applications for a four-year project entitled “Strengthening Capacity of Governments to Address Child Labor and/or Forced Labor, and Violations of Acceptable Conditions of Work”.  The project outcomes include (1) improved enforcement of the legal framework and/or policies pertaining to child labor and/or forced labor, and violations of acceptable conditions of work; (2) improved assistance services4 for victims of child labor and/or forced labor; and (3) strengthened partnerships to accelerate progress in addressing child labor and/or forced labor, and violations of acceptable conditions of work. 

In this regard, PLAN International Philippines invites highly competent, experienced and committed professionals to fill the following position:

 

Monitoring and evaluation (M&E) specialist :

The Monitoring & Evaluation Specialist will lead all monitoring, evaluation and research activities and strategies for the project. S/he will oversee M&E staff and support based in the Philippines and other areas in the region covered by the project. S/he will coordinate with the project technical experts and oversee the development of annual work plans, routine performance reports, evaluations, research activities, and other grant deliverables. This role will be based in Makati City, Philippines with an estimated 40% travel to project areas.

Key responsibilities are: 1.) lead the design and implementation of monitoring, evaluation, and research methods for project baseline studies, assessments, evaluations, research, and other studies; 2.) articulate anticipated results, indicators, outcomes, activities, and targets, and qualitatively and quantitatively monitor progress toward achievement of same; 3.) develop project-wide mechanisms to measure and document progress on indicators and achievement of targets, as well as lessons learned and good practices through quarterly presentations, data visualization, briefs, etc, 4.) supervise and oversee consultants hired for baseline, mid- and end-term project evaluations, and other MERL activities ,and ensure that their work is of high quality and produced within agreed upon deadlines, and 5.) coordinate data collection with project partners to ensure consistency of report and accuracy and timeliness of data.

 

Qualifications :

  • Passionate and committed to addressing the issues impacting children’s rights  ;
  • Bachelors or Master’s degree in statistics, public policy, international development, economics, or related field. Master’s degree or Bachelor plus an advanced certificate in M&E, statistics, or economics preferred.
  • Has a comprehensive knowledge of project monitoring and evaluation ;
  • Has practical knowledge and skill in data analysis (quantitative and qualitative) ;
  • Minimum five years of professional experience in a senior M&E position responsible for implementing M&E activities of international development projects especially in US Government-funded projects ;
  • Proven success in designing, implementing and operating project M&E systems from project initiation to closeout stages ;
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, and developing M&E and performance monitoring plans ;
  • Fluency in English (written and spoken). Must be able to produce high-quality reports in proficient English in a timely fashion ;
  • Applicants must have the right to work in the Philippines without restrictions. Local applicants are preferred.
