Description :

All over the world girls are at risk because of their young age and their gender. They are at risk of being married before the age of 18. They are at risk of violence and harassment from men and boys in every space they occupy, including their home, their school, their refugee camp and their city. They are at risk of being denied the opportunity to access a secondary education, to gain the skills and training they need to work and to exercise control over their sexual and reproductive health.

Plan International Bangladesh has been awarded a 5 years grant of 5.5 million US Dollar from Global Affairs Canada (GAC) and Johnson & Johnson (J&J) to implement a project named Born On Time. Ultimate outcome of this project is the reduction of neonatal mortality in Bangladesh. The project will be implemented in 6 Upazilas of Rangpur District with an objective of improved and increased availability of quality, gender responsive/ adolescent-friendly maternal, newborn and reproductive health services to prevent and care for preterm births among adolescent girls and women of child bearing age (WCBA). The project will ultimately contribute by improving health service delivery; increasing uptake of health services and strengthening data collection and utilization. LAMB as partner of Plan International Bangladesh is implementing this project at the field level.

The role :

As Monitoring and Evaluation (M&E) Specialist you will be responsible to provide extensive support for developing and implementing Program Monitoring Framework for the project including detailed M&E Plan. You will give technical support for developing Results Framework, results based M&E system, MIS and Downward accountability mechanism and will design, develop and implement the M&E framework/strategy, system and quantitative and qualitative tools, with a focus on health management information systems. You will lead regular monitoring of data collection, verification, entry, spot-checking, analysis, reporting and sharing, to ensure that accurate, high quality household, community and facility level data is collected on all PMF (Performance Measurement Framework) indicators on a regular basis and as per agreed framework and timelines. You will work with BoT project team at Country Office as well as Country Level MER department. As M&E Specialist, you will be responsible for sharing learning and best M&E practices with the project staffs, partners, communities, Government health departments and MER team members. Also you will need to support the implementation of Program Quality Policy and work with others to facilitate continual learning.

 

What we are looking for :

We are looking for a ‘to go’ and a passionate team member who has knowledge on participatory M&E tools and systems as well as developing and updating Theory of Change (TOC), result framework, log frame etc., at programme level.  A Postgraduate degree holder with 3-5 years of in the similar role, preferably in development field with knowledge of theories of child-rights programming and child protection (programmatic and safe-guarding) as well as understanding of integrated development issues and critical analysis of child poverty.
