Yayasan Plan International Indonesia is presently implementing its country strategic 4 (CS4) for five years covering fiscal year 2018 to 2022, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. Plan will address five key child and youth rights issues, contributing to the implementation of the SDGs, four of which particularly affect girls and young women. The issues will be addressed through Programme Objectives anchored on the global outcome areas: Learn, Lead, Decide and Thrive. Interventions have been planned to achieve the Programme Objectives that are integrated across sectors, incorporate the three dimensions of the global Theory of Change (TOC), address climate change and disaster risks and involve a wide range of stakeholders at all levels.

This goal will be achieved by designing and implementing quality programs and projects in major four core areas on Learn, Lead, Decide and Thrive which covering critical issues in Indonesia such as Adolescent Sexual Reproductive Health (ASRH), Child Marriage, Youth Economic Empowerment, Youth Engagement on SDG#5 and Child Friendly Village, Parenting and Water, Sanitation and Hygiene including Disaster Risk Management and Climate Change Adaptation.

In view of the above, the Projects Manager will be responsible to lead the program support functions in developing and implementing coherent, integrated and quality projects which includes designing, implementation, monitoring and evaluations of country projects under

LEAD program :

This position will be responsible to support and assist the implementation of Youth Voices for Girls’ Rights and Gender Equality Project which is funded by European Union (EU). The overall objective of the project is to enable CSOs, youth, and government to work in a strong partnership in the implementation and monitoring of Sustainable Development Goals (SDGs) National Action Plan (Rencana Aksi Nasional/ RAN-SDGs),particularly for SDG 5 and SDG 16.
She/He will work closely with Youth Voices for Girls’ Rights Project Manager, Children and Youth Participation National Project Manager, Project Coordinator, Children and Youth Participation Advisor as well as with Gender and Inclusion Advisor at country level to ensure all the guideline and principles related to those issues are incorporate into the project implementation and being monitor

The position holder directly will be supervised by Youth Voices for Girls’ Right Project Coordinator. She/ he will assist ad support the program implementation. She/he will responsible for the technical assistance and support related to the project implementation needs.

Responsible to implement project planning, implementation, and monitoring evaluation at Provincial Level. Will proactively support Project Coordinator (PC) to influence, support and capacitate local CSO, YCG Provincial, and local government department in this project at the Provincial level. Engage in advocacy, networking and coordination in the province and ensuring children and young people particularly girls and women are benefiting from this project

Accountabilities :

Responsible to implementing project, in collaboration with partner and relevant stakeholders

Indicator for success:

• Together with Project Coordinator, to support the planning and design of the project which in line with CS4, monitoring and evaluation framework, budget plans, and communications strategy;
• Support development a consolidated detailed implementation plan (DIP) on the basis of the area project specific plans;
• Communicate implementing partner and other relevant stakeholder on program planning and budget;
• Support Project Coordinator to conduct partnership selection for situation assessment through issues analysis, capacity/resources, access, opportunity and support

Key Results Area (KRA) 2: Program implementation in line with the project design and planning

Indicator for success:

• Implementing high quality of project implementation, comply to project design and planning. Able to provide explanation and justification to donor and partner on project quality if needed;
• Monitor, coordinate, and supervise partners and related stakeholders for provision of technical support services;
• Support Project Coordinator to develop and implement the scaling up strategies as well as sustainability;
• Support M&E officer to develop monitoring mechanism, tools of project monitoring

Key Results Area (KRA) 3: Communication, Monitoring and Reporting

Indicator for success:

• Facilitated monitoring to target project location in 2 provinces, West Nusa Tenggara and East Nusa Tenggara and facilitate discussion and coordination with partner;
• Maintain communication with Project Coordinator and Project Manager and team on project planning and Implementation;
• Monitor project progress (outcomes and results) and expenditure;
• Prepare progress reports for internal YPII use to Project Coordinator quarterly basis and/or other basis if  needed;
• Prepare informative and high quality donor reports;
• Collaborate with communications team to implement communications strategy;
• Develop and implement Youth Voices for Girls Rights and Gender Equality influencing strategy and planning at provincial level to promote Child and Youth Participation and Gender Equality;
• Communicate about the program with outside parties;
• Represent Plan in relevant cluster / network meeting at provincial level.

Key Results Area (KRA) 4:  Networks, partnership and Learning

Indicator for success:

• Establish external networks in order to strengthen the implementation of project, to exchange experiences and to scale up program implementation;
• Maintaining high quality relationship with implementing partner, as well as reviewing reports and indicators;
• Support to facilitate learning process of internal development at provincial level;
• Support advocacy and influencing effort in developing Child & Youth Participation related policy and programming at provincial level;
• Support to develop project documentation showing learning and best practices emerged during project implementation;
• Seek innovation and put in place improved learning practices within and outside the program

Technical expertise, skills and knowledge :

Essential :

• Bachelor in Social Sciences, Sociology, Development Studies, International Relations, Law or other relevant field with minimum 1 years’ experience in any development works with demonstrated in project managerial skill;
• Good knowledge and skills on Children Rights and Youth Participation;
• Good knowledge and skills on facilitation of youth communities/ groups;
• Good understanding and analytical skills on SDG’s issues particularly under goals #5 and #16;
• Experiences working/ volunteering with NGO and relevant networks on Children Rights, Youth Participation, and Gender Equality.

Experience:

• 1 (one) years project officer experience preferably in child and youth participation;
• Experience working with donor i.e. European Union, World Bank, USAID, UN agency and other international agencies;
• Experiences working/ volunteering with NGO and relevant networks on Children Rights, Youth Participation, and Gender Equality;
• Experience in writing report and analysis;
• Experience in capacity building for local CSOs and youth organization;
• Experience in promoting and developing learning in the area of expertise;
• Skill in a diversity of partnerships, NGOs, research and government;
• Demonstrated experience working with governments closely and effectively;
• Strong cross-cultural skills and a demonstrated ability to influence change without direct authority, and to work successfully with farmers and professionals;
• Financial and budgeting skills;
• Ability to deploy at short notice;
• Excellent communication skills (verbal and written); strong negotiation and facilitation skills;
• Ability to work in insecure and difficult environments;
• Understand well on program cycle: planning, implementing, monitoring and evaluating development projects;

• Someone who is willing to get a job placement in NTT or NTB (if he/she is living outside these islands).
