Context and object of the mission :

Madagascar has one of the highest stunting rates in the world, with 42% of affected children under five years of age. According to the findings of the 2016 cost of hunger in Africa study conducted in Madagascar, the country loses about 1.5 billion USD or 14.5% of its gross domestic product (GDP) per year because of the effects of hunger and malnutrition in the country. Maternal and child mortality is also very high, with rates of 478 per 100,000 live births and 46 per 1,000 children under five, respectively.

The causes of malnutrition are multiple and multi-sectoral. In addition to the issues of physical and economic access and availability of food, food production, processing and storage are also bottlenecks in the food system.

WFP Madagascar supports food and nutrition assistance, school meals, support to smallholder farmers and resilience building in the South and Southeast regions. WFP Madagascar is currently implementing a project for the promotion of staple foods, namely cassava and breadfruit in these regions. This project seeks to valorise, preserve and transform these foods, which are produced in abundance but with many losses due to poor conservation. The objective is also to fortify processed foods with micronutrient’s powder.

Food fortification, as an intervention to combat micronutrient deficiencies, is recognized worldwide to bring both health and economic benefits to a country.

As part of these terms of reference, the consultants will complete a detailed analysis of the products value chain and provide strategic guidance on the feasibility and opportunities of implementing community-based fortification in three regions of the country.

Responsibilities :

WFP Madagascar is seeking the services of an international consultant to undertake a feasibility study for the implementation of community-based fortification of processed staple foods in Anosy, Androy and Atsimo Atsinanana regions.

The analysis will :

1. Study the value and supply chain of the cassava and breadfruit in Madagascar focusing on the three regions, from production to consumption, including micronutrients, premix and equipment for fortification and describing the public and private entities involved ;
2. Capitalize secondary data on staples food fortification in Madagascar ;
3. Identify the best solutions for implementing community-based fortification of staple foods, based on study’s results in Madagascar context ;
4. Provide examples of sustainable solutions in terms of end-to-end quality management system of community-based fortified products ;
5. Determine the cost of cassava and breadfruit fortification strategy of staple foods in these three regions of Madagascar.

Under the supervision of WFP Madagascar Nutrition Officer, the consultant will :

1. Conduct a comprehensive desk review of existing studies and research carried out by the various organizations and the Government on food fortification in Madagascar where lessons can be learned focusing on three regions. WFP will make some of this material available, but it is expected that the successful candidate will be able to expand the analysis ;
2. Consult and engage with relevant government, development and private sectors stakeholders, including existing food fortification initiatives and projects ;
3. Conduct a comprehensive analysis of the feasibility and coast of community-based food fortification in Madagascar, focusing on the three targeted regions. Consolidate results with existing studies and research to develop a coherent narrative and support WFP and its partners to identify specific challenges, gaps and opportunities along the value and supply chain to guide strategic actions ;
4. Lead and organize a national-level workshop where the results of the analysis will be presented to relevant stakeholders.

The consultancy mission will take place according to the following phases :

Phase 1 : Preparation :

• Documentary review related to the research areas defined in the framework of the consultancy ;
• Define a work plan and finalize the schedule.

Phase 2 : Implementation :

• Filed visit and meeting with relevant stakeholders (eg government officials, gari and breadfruit producers, and other partners) ;
• Analyze the data and other information collected and write an analysis report offering an objective view of the opportunities and obstacles for the implementation of community-based fortification of staple foods.

Phase 3 : Finalization and dissemination

• Present results to WFP and key stakeholders ;
• Finalize analysis and reporting.

Deliverables :

• Methodology and detailed chronogram of the  study ;
• Report on the study of the value chain of the two products ;
• Technical factsheet for the production of fortified gari (cassava flour) and breadfruit flour ;
• Specifications for the implementation of an end-to-end quality management system for community-based fortified products ;
• Monitoring and evaluation plan for the implementation of the community-based fortification program.
