About WFP :

Standard minimum qualifications :

Education : Advanced university degree in one of the following disciplines: social sciences, international development, development economics or another related field such as international relations, human rights or political science.

Knowledge : In-depth knowledge of humanitarian protection, sexual- and other forms of gender-based violence, civil-military relations and other humanitarian policy issues, and its linkage with humanitarian assistance. Understanding of food security programming is a strong asset.

Work experience : At least 5 years of relevant and progressively responsible work experience in a humanitarian organisation, with at least 2 years international field experience dealing with protection, human rights or gender-based violence issues. This should include experience working in conflict or post-conflict contexts. In-depth field experience in emergency contexts is highly desirable.

  • Strong analytical, writing, and communication skills ;
  • Proven ability to produce outputs independently and under tight deadlines ;
  • Strong skills and experience in training and facilitation on protection or human rights programming ;
  • Knowledge of UN system policies and functions of protection-mandated agencies ;
  • Flexibility to travel on short notice and in challenging and difficult environments ;
  • Team spirit and excellent interpersonal skills.

Key accountabilities (not all-inclusive) :

  1. Survey Design(Define the baseline methodology, – Design/adapt/refine the questionnaries, enruring the questionnaire is appropriete for the local situation and adequate to collect data on the selected indicators, and Format/layout the questionnaires, making sure all skip patterns are clear and coding all questions ;
  2. Survey Implementation – i) Review Baseline Protocol: Review and provide timely feed back of the Baseline Protocol provided by Local Firm, ii) Training of Field Workers: Attend some trainings of enumerators to ensure comprehension of questionnaire and data collection quality control, iii) Pre-Testing and Piloting Questionnaire: Attend some Pre-testing and Pilot testing exercises to ensure data collection quality control, and iv) Data Entry: Visit the data entry unit of the local firm and perform a quality control of the data entry, and v) Fieldwork Progress Reports: Review the weekly progress reports provide by the Local firm, and provide comments and guidance to the local firm as needed ;
  3. Baseline Report – full data analysis and reporting for the baseline survey, including data sets ;
  4. Inception Report.

Organizational context :

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.
