Program Associate, Adolescents and Youth :

We are currently implementing over 100 projects with more than 2000 employees across 90 countries. In Malawi, Palladium manages the USAID-funded Health Policy Plus (HP+) Project. HP+ works with key stakeholders to advance health policy and financing for family planning and reproductive health (FP/RH), HIV, and maternal and newborn health at national and subnational levels. The project aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to the existing priorities.

 

Position Summary  :

The Program Associate, Adolescent and Youth will contribute to the HP+ project by providing program support and technical assistance to HP+’s Youth portfolio. HP+’s Youth work focuses primarily on advancing action on key national policies and strategies related to Youth Sexual and Reproductive Health and Rights and promoting young people’s meaningful participation in the policy process. HP+ is particularly focused on implementation of the 2015 Youth Friendly Health Services Strategy, and the 2018 Adolescent Girls and Young Women Strategy.

The Program Associate will report to the Technical Advisor, Adolescents and Youth, and work closely with other HP+ local and HQ-based staff, and government counterparts. This is a fixed-term contract through September 2019, with a possibility of extension depending on HP+ priorities and the availability of funding. The location for this position is Lilongwe, Malawi. 

 

 

Responsibilities :

Key Responsibilities :

  1. Support the implementation and monitoring of HP+’s youth-related program activities, under supervision of the Technical Advisor, Adolescents and Youth and direction from the Deputy Director, Technical ;
  2. Organize meetings, workshops, and trainings, including development of agendas, presentations, and other meeting materials, overseeing logistics (with support from administrative staff), and conducting follow-up and documenting outcomes ;
  3. Support development of publications or other information documents, including drafting reports, PPTs, briefs or posters, and working with other local and HQ-based staff to shepherd documents through the formal review and publication process ;
  4. Provide timely updates to the HP+ team on work progress, and contribute to bi-monthly activity trackers, quarterly reports, success stories, the HP+ “Results Database” and other products that document progress and achievements ;
  5. Work collaboratively with other HP+ staff to identify synergies and areas of collaboration between the youth portfolio and other HP+ activities ;
  6. Attend and represent HP+ in external meetings related to youth SRHR as needed ;
  7. Provide technical input/expertise to project activities in one or more of the following areas: advocacy, training/capacity-building, organizational and network development, private sector, multi-sectoral coordination, M&E ;
  8. Assist with identifying new activities or partnerships that will advance HP+ project goals ;
  9. Other duties as assigned.

Requirements :

Qualifications :

  1. A Bachelor’s degree in Public Health or a related field, e.g. Social Sciences. Masters’ degree is preferred ;
  2. A minimum of 5 years of work experience required in youth and adolescent programs. Experience working on USAID projects a plus ;
  3. Excellent English writing skills and strong program reporting skills, preferably within a USAID context. A writing test may be administered as part of the interview process ;
  4. Experience working with Malawi youth organization and youth networks ;
  5. Experience in advocacy and/or capacity-building ;
  6. Understanding of governmental structures and processes in Malawi within the decentralized framework especially around youth, health, education, and gender ;
  7. Experience working with government counterparts (preferably Ministry of Youth, Ministry of Gender, Ministry of Health, and/or Ministry of Education) at the national and/or subnational level preferred ;
  8. Specific successful experience with policy development and implementation desired ;
  9. Comfortable/familiarity with research and data; experience translating/communicating data for decision making and policy reform ;
  10. Strong diplomatic, interpersonal and networking skills, ability to work well with senior government counterparts, consultants, and within a cross-cultural and virtual team ;
  11. Demonstrated problem solving skills ;
  12. Only Malawi nationals or those authorized to work in Malawi will be considered. No international benefits will be offered.
