This consultancy will provide support to the Horn, East and Central Africa (HECA) Team based in the OI Secretariat. 

The Role

Oxfam International is looking for a consultant(s) to capacity building for 3 Refugee Led Networks (RLNs). The consultant(s) will support capacity building of RELON Kenya, RELON Uganda and the Africa Refugee Network around financial management for non-profit organisations. This will help the RLNs be more accountable to donors, achieve their objectives, enhance their credibility, and strengthen fundraising efforts.

This consultancy therefore will serve two broad aims:

a) Development of relevant policies, systems, and tools for financial management for three refugee led networks.

b) Equip the refugee led networks with knowledge and skills to use the relevant financial systems and tools in their day-to-day operations.

The successful applicant/firm needs to have the following skills:

  • Proven experience and competencies in Business Support Management to NGOs or any previous related work in the Horn, East and Central Africa.
  • At least 3 years’ experience in conducting similar tasks/assignments.

Terms of Reference: Capacity Building Support on Financial Management to 3 Refugee Led Networks

In 2021, with funding from OSF, Oxfam commissioned a consultancy to provide programmatic technical support to RELON Uganda, RELON Kenya and the African Refugee Network (Global Refugee Led Network-Africa). It involved support for registration, development of governance structure, strategic plan development, development of advocacy framework development, recruitment and membership development processes, development of capacity building framework, support of the network in terms of branding, networking, and resource mobilization. Despite these capacity building, it remained apparent that the networks still needed additional capacity.

In 2022, with funding from OSF, Oxfam is to support the

  1. Strengthening of the Refugee-Led Organizations Network in Kenya (RELON-Kenya) by providing funding for core staffing and facilities; and accompaniment to support implementation of their strategic plan.
  2. Strengthening the Refugee-Led Organizations Network in Uganda (RELON-Uganda) by providing grants to member organizations; supporting advocacy work for policies more favourable to refugees; and accompaniment to support implementation of their strategic plan.
  3. Strengthening the Africa Refugee-led Network (ARN) by providing accompaniment to support implementation of their strategic plan.

It was envisaged that Oxfam HECA would provide the Refugee led networks support on governance, fundraising, communications, and organizational capacity building through consultant.

Oxfam is seeking a consultant to support capacity building of the refugee led networks around financial management for non-profit organisations.

Proper financial management by refugee led networks will help them be more accountable to donors, achieve their objectives, enhance their credibility, and strengthen fundraising efforts.

We are recruiting an individual consultant or firm, with the following scope of work:

  • Develop a participatory capacity building plan and content on financial management for the three refugee led networks based on analysis of their capacities and needs. This could be done virtually or in-person, or a combination of the two.
  • Lead the development of policies that support financial management based on the analysis of the capacities and needs of three refugee led networks.  Focus could be on internal controls, infrastructure, cash managements, assets, procurement, infrastructure, accounting records, budgeting, reporting etc.
  • Prepare a guidance note on financial management for the three Refugee Led networks (10-15 pages).
  • Present the capacity building plan and content in a virtual webinar.

Specific deliverables:

  • Inception report outlining proposed work plan and timeline.
  • Financial capacity and needs assessment report for the 3 refugee networks
  • Development of relevant financial policies, systems, and tools for 3 refugee networks.
  • Relevant Capacity building workshops for the 3 refugee networks.
  • A guidance note on financial management for the 3 Refugee Led networks.
  • Virtual launch of the guidance note on financial management.
  • Final report of the consultancy.

Application requirements:

Interested candidates in the position are expected to provide the following documentation:

  • A technical proposal with detailed response to the TOR, with specific focus on addressing the scope of work and methodology to be used.
  • Evidence of experience in Business Support Management to NGOs or any previous related work.
  • Initial work plan based on methodology outlined, and indication of availability.
  • A financial proposal detailing the rate expected, transportation costs, accommodation costs, etc.
  • Company/organizational profile or CV including a minimum of 3 traceable, recent, and relevant references.
