Cadre organisationnel :
The United Nations Human Settlements Programme, UN-HABITAT, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The post is found in the Regional Office for Africa (ROAF) in Conakry, Guinea. At ROAF, he/she will report to the Senior Human Settlements Office. For administrative and financial matters, he/she will report to the Programme Management Officer PMO in Nairobi.
Responsabilités :
Within delegated authority, and in liaison with the Regional Office for Africa and UN-Habitat branches at the Headquarter, the Senior Human Settlements Officer will be responsible for the following.
Programme Planning and Implementation: Ensuring effective and efficient joint planning and execution of the Sustainable Cities project, through technical, financial and administrative guidance, quality, cost control and management support. Provide substantive support to locally recruited staff and consultants to harmonize their annual work plans and ensure qualitative contribution to project implementation and monitoring. Overseeing and providing substantive contributions to ensure the quality of technical studies and evaluation of previous spatial development tools. Leading and launching of the call for tenders to recruit consultants or contractors for the development of the Greater Conakry Master Plan, the National Urban Policy, the feasibility studies and architectural design of pilot projects all following UN-Habitat Principles and international standards or best practices. Initiating policy brief for decision makers, procurement and recruitment of human resources, and liaising with implementing partners to ensure quality and timely delivery of UN-Habitat’s projects and programme. Identifying issues of constraints relating to the work plan of Guinea and proposing suitable solutions.
Technical Assistance, Advisory Services and Outreach: Ensuring the production of impact-oriented communication and visibility tools as per the European Union requirements and the United Nations policies. Organizing key outreach events on coordinated sustainable urbanization and urban planning standards and principles to raise awareness of High Level Decision makers. Providing strategy advisory services on urban design and planning, urban policy preparation and process, national urban forum, and participatory urban upgrading to the Ministry of Cities and Territorial Development and other key national institutional stakeholders.
Representation and Liaising with key stakeholders: Representing UN-Habitat vis-à-vis project partners and local and national government as per work pan or project document. Support regional and global financial strategies and initiatives. · Manage Developing and maintaining close working relationships with relevant national and international partners, stakeholders, and other UN Agencies in the Duty Station as appropriate. Knowledge management: Ensuring proper knowledge management.
Performs other related duties as required.
Work implies frequent interaction with the following: Inside the regular Secretariat, including UN Country Team in Guinea, regional economic commissions, etc. Advice and support as needed. Staff Regional Office and Thematic Branches and Management and Operations Division for advice support and consultation as and when needed Project staff Advice support and consultation as and when needed. UNON as service provider. Outside the Secretariat, service providers, UNDP, specialized agencies, Senior Officials in other UN agencies, delegations, government officials, etc.
European Union and Africa Union offices in Guinea; multilateral Funding Agencies for Provision of information, and discussion on operational administrative and financial aspects of the projects and of Habitat’s activities in general.
Frequent interactions with the Belgian Development Agency (Enabel) and the National Directorate of Urban Planning and Territorial Development are important ensure the coherence in planning and executing the SANITA programme.
Results expected:
The SHSO will work with a team of local consultants and contractors to produce the following results: Consolidated work plans of the project and staff; Report on the Status of the Urban Planning and Spatial Development Capacities; Report on the state and diagnostic of urban development and urbanization in Guinea; Proceeding of the National Urban Forum; Assessments of the National Spatial Development Framework and Conakry Master Plan; Macroeconomic and balanced territorial development report; Neighborhood poverty and sustainable development profile; report of meetings and awareness raising events; and annual report of the Sustainable Cities Projects.

Formation :
Advanced University Degree (Master degree’s or equivalent) in urban planning and design, architecture, urban development and management, public administration or relevant social science discipline. Alternatively, a first level degree may be acceptable in lieu with additional two years of relevant experience.
Expérience professionnelle :
A minimum of ten years of progressively responsible experience in urban project management, urban development, urban planning and design, or related area and good communication skills. Experience in urban and regional planning and project implementation processes, taking into account conflict sensitivity is desired; practical knowledge in urban development strategies and project management tools is an asset. Proven experience in drafting urban master plans and detailed implementation plans is required. Experience with implementing United Nations or European Union projects and programme is an asset.
Connaissances linguistiques :
English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written French is required. A good working knowledge of English is desirable.
