Cadre organisationnel :

This position is located in the United Nations Mission to Support the Hudaydah Agreement (UNMHA), based in Hudaydah, Yemen. The Deputy Head of Mission (Director, Political Affairs) will report to the Head of Mission mandated by Security Council resolution 2452 (2019).

 

 

Responsabilités :

Within delegated authority, the Deputy Head of Mission will be responsible for the following functions:

  • Under the supervision of the Head of Mission, lead on development of a clear strategy behind Mission engagement in supporting the implementation of the Hudaydah Agreement as well as coordination of the activities of the Mission with the port and other relevant authorities in Hudaydah, Saleef and Ras Isa,
  • Facilitate and coordinate with the United Nations Country Team to assist the parties to fully implement the Hudaydah Agreement, with particular attention on UN support to port management, inspections and revenues and to local security forces;
  • Identify, analyze and monitor developments and emerging issues relevant to the implementation of the Mission mandate, particularly the Mission’s civilian component. Assess the implications and advise the Head of Mission on critical aspects of the Mission implementation plan, the political environment and political strategy to advance mandated and assigned objectives;
  • Review inputs and reports of the Mission components to ensure synergy and complementarity in the implementation of the mandate. Ensure high quality reporting to Mission leadership on developments and issues pertaining to the mandate;
  • Oversee managerial and administrative tasks, including preparation of budgets, assignment and monitoring of performance parameters and critical indicators, reporting on budget, preparation of inputs for the results- based budgeting process (RBB);
  • Provide strategic guidance to senior staff in the Mission and participate in their evaluation.
  • Perform any other duties, as required.

Formation :

Advanced university degree (Masters or equivalent) in political science, international relations, social science, international law or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

 

 

Expérience professionnelle :

A minimum of 15 years of progressively responsible experience in political affairs, diplomacy, international relations, conflict resolution, or a related field is required. Excellent and proven management skills are required. Extensive experience in political outreach, facilitation, analysis and reporting is required. Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) in a conflict or post-conflict setting is desirable. Experience working in Latin America on conflict-related issues is desirable.

 

 

Connaissances linguistiques :

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Fluency in Arabic is desirable.
