Cadre organisationnel :

This position is located in the Office of the Procurement Section of the United Nations Support Office in Somalia ( UNSOS) and is based in Nairobi, Kenya.
Under the overall supervision of the Chief Procurement Officer, the Procurement Officer will be responsible but not limited to the procurement related activities within UNSOS/UNSOM.

 

 

Responsabilités :

Within the delegated authority of the Chief, Supply Chain Management Service and under the direct overall supervision of the Chief Procurement Officer, the Procurement Officer will be responsible for the following duties:

  • Plans, develops and manages all procurement and contractual aspects of projects of significant complexity related to worldwide procurement of diverse services and commodities (e.g. information technology, electronic equipment and instruments, vehicles, medicines, foodstuffs, building maintenance materials, office supplies, construction, furniture, etc.), taking into account local economic and other conditions ;
  • Advises requisitioning units and recipient entities on the full range of procurement issues, providing support and guidance at all stage of the procurement cycle ;
  • Prepares/oversees preparation and distribution of invitations to tender and manages/conducts all aspects of bid/proposal evaluations ;
  • Formulates strategies and designs innovative solutions to resolve issues/conflicts for complex procurement projects; as well as time frames for processing requests in accordance with the procurement manual;
  • Establishes and maintains work program and schedule for ongoing contracts and newly-planned ones;
  • Participates in negotiations with senior supplier representatives; signs procurement orders up to the authorized limit, and, in cases where the amount exceeds authorized signature authority, prepares submissions to the Contracts Committee for review and subsequent approval by the authorized official;
  • Conducts market research to keep abreast of market developments; researches and analyzes statistical data and market reports on the world commodity situation, production patterns and availability of good and services;
  • Identifies new technologies, and products/services, evaluates and recommends potential supply sources and participates in the incorporation of research results into the procurement program;
  • Oversees adherence to contractual agreements, recommends amendments and extensions of contracts, and advises concerned parties on contractual rights and obligations ;
  • Prepares a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc.  ;
  • Provides guidance to, and may supervise new/junior staff.

 

Compétences :

Professionalism: Knowledge of internationally recognized procurement standards and of all phases of international procurement techniques, practices and operations used in contracting for a diverse range of goods and services. Knowledge of contract law and expertise in handling complex contract issues. Strong analytical skills and knowledge of quantitative methods to measure supplier capacity systems and ability to identify sources of supply, market trends and pricing. Excellent negotiating skills in resolving conflict and ability to shape and influence agreements with requisitioning units and vendors. Ability to apply technical expertise to resolve a range of issues/problems and/or sensitive issues. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

Accountability:

Takes ownership of all responsibilities and honors commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

 

 

Formation :

Advanced university degree (Master’s degree or equivalent) in business or public administration, commerce, engineering, law or a related field. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.

 

 

 

Expérience professionnelle :

A minimum of five (5) years of progressively responsible experience in procurement, contract management, administration or related area. Experience with large scale and complex procurement operations is desirable. Procurement experience in field missions offices is desirable. One (1) year experience supervising a procurement team is also desired. Experience working with Enterprise Resource Planning (ERP) systems in the area of purchasing and/or supply chain is an asset.

 

 

Connaissances linguistiques :

English and French are the working Languages of the United Nations Secretariat. For this position, fluency in oral and written English is required; knowledge of the other is desirable. Working knowledge of other UN official languages is an advantage.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

 

 

Notice spéciale :

This job opening is advertised to fill a temporarily vacant position during the absence of the regular incumbent for a period of six months or longer. The regular incumbent is entitled to return to this position at the expiry of the temporary vacant period. If the regular incumbent exercises the right to return, the appointment or temporary assignment or promotion of the candidate selected for this job opening will not be renewed or extended. Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
