OBJECTIVES OF THE PROGRAMME
The mission of WHO’s Health Emergencies Programme (WHE) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.
The HIM Programme area of the WHE focuses on the following lines of work: i) public health emergency data science (including design and management of data systems for surveillance, investigation of and response to health emergencies); ii) authoritative situational analysis and risk assessment for unknown and known public health threats originating from waterborne, vector borne, viral hemorrhagic, respiratory and other illnesses and conditions; and iii) improved reporting on public health emergencies through the development and dissemination of health emergencies information products as well as revamping of the WHE website.
The expected outputs for each of the three lines of work include but are not limited to the i) availability of suite of software/applications to handle surveillance, investigation and response data on waterborne diseases such as cholera, VHF such as Ebola and Marburg, vector borne diseases such as yellow fever and other public health emergencies; ii) risk assessment reports which trigger timely response measures and decision making; iii) up-to-date data and information on the AFRO website; and iv) preparation and dissemination of high quality information products such as the annual report on public health emergencies; specific disease outbreak reports and outbreak infographics.
The software developer and data manager will specifically (i) address the application design and coding of the day-to-day support systems as well as (ii) research into existing open source and commercial software that can be utilized to support the programmes activities (iii) manage and organise data and records flowing into the programme area (iv) ensure efficient archival and collation of records, making sure that systems and web portals are reflecting relevant and up-to-date information.

DESCRIPTION OF DUTIES
Under the guidance of the Regional Emergency Director and supervision of the HIM Regional Advisor, the software developer and data manager will perform the following tasks:
- Develop, maintain and enhance databases, wherever located, while maintaining data quality standards in accordance with the World Health Emergency data management strategy.
- Interact with epidemiologists and other disciplines within the programme and beyond, and support them on issues related to data access and management, including the production of information products and reports that can be archived and published via programme databases.
- Collaborate with project staff to organise and publish databases using basic web interfaces and languages, including web-based visualisation of spatial data and maps.
- Work with relevant program officers from each of the program areas to design, develop and maintain data exchange processes, interfaces and mechanisms with member states and data collection focal points.
- Work with other program staff and partners to capture, share and release relevant information periodically and systemically for continuous review, planning and evaluation of program activities.
- Design, develop, integrate and implement enterprise architecture systems and software technical specifications based on business requirements and maintain systems and software documentation in order to facilitate maintenance and upgrade activities.
- Apply software development methodologies as directed by programme area manager to code, test, debug, upgrade and modify new and existing software systems and software components;
- Develop and provide a monthly software development status report describing the development of the above activities and any issues that may emerge
- Train and work with end users and internal staff for design of reports and dashboards, timely resolution of application issues and develop new software applications/components.

REQUIRED QUALIFICATIONS
Education : Essential: University degree in computer science, Information Systems or Information Technology.
Experience : Essential: Minimum of three years of experience in web based application and database design and development.
Skills
- Strong background in enterprise level software applications design and implementation (modelling and documentation), including knowledge and experience with systems lifecycle development methodologies and the application of various software design patterns
- Advanced web portal development, Windows services, database programming and development skills to build and customize data-driven applications and other tools to automate data processing
- Strong analytical skills; ability to analyse raw data, draw conclusions, and understand how best to visualize data
- Excellent knowledge of different programming languages, tools and platforms including VB.NET, C#, PHP, Microsoft .Net Framework, JavaScript, Ajax, Microsoft IIS, SQL Server
- Excellent knowledge of database, data warehouse and data-driven application architecture design, development and implementation.
- Working knowledge of capabilities, functionality, and behaviours of BI reporting tools such as Tableau Software or other web based visualisation platforms including Pentaho, Qlik
- The applicant must have written demonstrable professional code preferably on some enterprise level/large application(s) and prior experience in taking over the enhancement of code intensive applications
- Knowledge of Git or other code repositories, WordPress or other CMS such as Drupal, ArcGIS are an added advantage
