OIM seeks to recruite a Consultant – Monitoring and Evaluation – Niger

Context :

Under the the overall supervision of the Head of IOM Niger Community Stabilization unit and the direct supervision of the Community Stabilization Project Officer, the successful candidate will : (i) Support the development and refinement of the Monitoring and Evaluation (M&E) tools critical to the implementation of IOM intervention in the Agadez region, in coordination with IOM Programme Support Unit; (ii) Lead the development of an evaluative methodology to assess the successes and lessons learned to foster stabilization, dialogue and social cohesion in the areas targeted by IOM intervention; (iii) Conduct field research to collect data accordingly and (iv) produce a well-detailed evaluation report with recommendations. The action will primarily take place in Niamey, Niger, with field visits in the Agadez region. This approach is part of the Community Stabilization Initiatives in Northern Niger (COSINN) intervention which aims to enhance communities’ support of and engagement with local administration and its leaders.

 

Core Functions / Responsibilities :

  1. Responsible for providing technical support to strengthen M&E tools and methodologies used by IOM Niger Community Stabilization unit, specifically within the framework of the COSINN intervention ;
  2. Collaborate with IOM Niamey staff and local IOM teams in the field on both quantitative and qualitative monitoring aspects to build evidence-based datasets useful for performance management and program evaluation ;
  3. Lead the development of a rigorous evaluative methodology to assess the successes and limitations of the COSINN intervention, in line with IOM evaluation standards and adapted to context-specific programming ;
  4. Design data-collection tools accordingly, including at minimum structured and/or semi-structured questionnaires targeting key informants, in coordination with IOM Community Stabilization unit, IOM Programme Support Unit and IOM Information Management Unit ;
  5. Collect data in relevant field locations to inform key evaluation questions and facilitate reporting, performance management and the identification of findings ;
  6. Prepare an evaluation report analyzing all data collected through field visits, including a well-detailed narrative, data-collection instruments, visuals and mapping as/if applicable as well as conclusions and recommendations for IOM Niger to implement ;
  7. Support knowledge dissemination to capitalize lessons learned through the implementation of the COSINN intervention, in close coordination with IOM Community Stabilization and IOM Programme Support Unit ;
  8. Generally contribute to the dissemination of good practices and internal capacity-building on Monitoring & Evaluation practices, with emphasis on transition and community stabilization programming in the context of Niger ;
  9. Contribute to improvements in reporting processes and project information flows within the context of COSINN and generally within the programmatic context of IOM Community Stabilization programming in Niger ;
  10. Undertake duty travel as required ;
  11. Perform such other duties as may be assigned.

Tangible and measurable output of the work assignment :

  • A sound evaluative methodology to assess the intervention is developed and formalized within a concisely written document ;
  • A set of data-collection instruments is developed and available prior to the data-collection exercise in the field ;
  • A written evaluation report is developed in coordination with all relevant IOM units.
  • The evaluation report includes evidence-based data, analysis and clear findings and recommendations ;
  • Evaluation findings and recommendations are effectively disseminated within the team and relevant managerial levels.

Realistic delivery dates and details as to how the work must be delivered :

  • Establish the methodology and the data-collection instruments within 2 weeks of start date ;
  • Conduct the field visits within 4 to 5 weeks of start date ;
  • Finalize the provisional written report within 5 to 6 weeks of start date ;
  • Share provisional findings and recommendations within 5 to 6 weeks of start date ;
  • Complete the final evaluation report within 8 weeks of start date.

Performance indicators for evaluation of results (value of services rendered in relation to their cost)

  • Satisfactory completion of tasks indicated in this ToR ;
  • Initiative and planning for the preparation of the evaluative methodology ;
  • Quality of the provisional findings and recommendations ;
  • Quality of the final evaluation report.

 

Required Qualifications and Experience :

Education
Master’s degree in Law, Political Science, Social Sciences, Statistics, Evaluation with focus on development, research methods, management or related fields from an accredited academicinstitution.

Experience

  • A minimum of five years of work experience with evaluations, M&E methods and approaches, planning and implementation of M&E systems, information/data analysis and report writing ;
  • Experience in the monitoring and evaluation of transition and recovery programming is required ;
  • International experience in the Sahel region would be a distinct advantage ;
  • Experience in program design and program evaluation is required ;
  • Computer literacy in data-oriented analysis software is an advantage.

 

Languages

Fluency in English is required. Working knowledge in French is a strong advantage.
