Context :

NRC’s programmes and advocacy support families affected by conflict in the shelter, Food security and livelihoods, education, water and sanitation, camp management, and legal assistance sectors.  NRC has over 1,300 employees working on the NRC regional response.

NRC’s Central and West Africa Regional Office (CWARO) located in Dakar, Senegal is quite a recent regional office. It was moved from Oslo, Norway to Dakar, Senegal in March 2018 and started being operational in the summer of 2018.

The CWA region is composed of Country Offices in Mali, the Central African Republic (CAR), the Democratic Republic of the Congo (DRC), North-east Nigeria, Cameroon and a new country office in Niger and Burkina Faso. All countries are experiencing a deterioration of the security situation, increasing humanitarian needs and displacements numbers due to conflict. Displacement across the region is fluid and complex. Across the region new displacements occur alongside secondary displacements of people who are trying to return home, but often find themselves unable to reach their place of origin. An increasing number of people across the region live in protracted displacement, and are dependent on humanitarian assistance for survival.

The Central and West Africa Regional Office is overseeing the country programmes in the region, and provides strategic guidance across core programmes, advocacy and support functions.

 

Duties and Responsibilities :

  • Ensure that the NRC’s Agresso solutions in terms of finance, logistics, HR, budgeting and reporting meet NRC’s needs and requirements in a holistic manner in the CWA region ;
  • Be an integral part of roll out of Agresso related projects in NRC’s operations in the CWA region ;
  • Ensure that the Agresso solution is used effectively, establish and carry out an effective system for support, user management and training ;
  • Develop training materials and tools & deliver training to diverse group of users (program and support) in countries of the CWA region ;
  • Monitor and establish reports on the Agresso implementation in the region ;
  • Provide all Agresso related technical support across the countries in the CWA region ;
  • Facilitate access to tools and templates for budget development, implementation and monitoring ;
  • Responsible for monitoring and follow up databases of personnel access to Agresso ;
  • Responsible for the roll out of Agresso modules in the COs of the region ;
  • Contribute to the development and roll out of Country Office Payroll system ;
  • Ensure that all Agresso module roll-outs are coherent to the Agresso Global initiative ;
  • Contribute to the Agresso user support and user management ;
  • Responsible for developing training kits for Agresso users including audio-visual training methods.

Expériences / Formation :

  • Minimum 3 year of relevant experience within the humanitarian field ;
  • Professional knowledge of Agresso and the use of Agresso in NRC is essential ;
  • Documented results related to the position’s responsibilities ;
  • Fluency in French and English, both written and verbal ;
  • Knowledge of NRCs administrative guidelines and way of functioning ;
  • Relevant university degree, preferably business administration/financial management ;
  • Solid experience of work with windows based computer software, and modern accounting-systems ;
  • Ability to plan for different sets of scenarios in relation to project planning and implementation ;
  • Good knowledge of NRC’s financial and operational setup and actual needs and demands from stakeholders.

Salaire :

  • Start date : May 2020 ;
  • Fixed term contract of 12 months ;
  • Duty Station : This is a home based position with 75% travel to country offices ;
  • Salary : Grade 9 according to NRC’s salary scale
