NRC :

After decades of instability and underdevelopment, the Central African Republic (CAR) was plunged into a security, political and humanitarian crisis in 2012. As of January 2019, more than half of the country’s 4.6 million people are in need of assistance and over 1,200,000 are people displaced (648 516 IDPs and 572 641 refugees). The humanitarian needs of the population are immense; with a long history of conflict and weak governance, the majority of CAR’s population is severely impoverished and deprived of basic services and infrastructure. Human rights and IHL violations are also rife. Civilians have suffered a range of human rights abuses, including killings, the looting and burning of villages, destruction of fields, loss of livelihoods, sexual violence and the abduction & recruitment of children into armed groups.

NRC initiated country operations in CAR in 2014, in order to respond to the critical and increasing needs in the country. The programme portfolio includes all five core competencies of NRC; ICLA (Information, Counselling and Legal Assistance), Food Security, WASH, Shelter and Education, as well as Protection and Community Based Planning programmes.
NRC is currently operating in seven field offices; Carnot and Berberati in the South West, Sibut, Dekoa and Kaga Bandoro in the Centre West, Ndele in the north as well as the capital office in Bangui. NRC intends to open a sub-office in Kaga Bandoro in the Centre north.
NRC was elected to the co-lead position of the Protection Cluster in 2015. NRC also leads the Housing, Land, and Property working group within the cluster.

The Protection Co-coordinator reports to the Country Director.

Job description :

  • Promote and support accountability to affected populations ;
  • Promote protection mainstreaming ;
  • Assist the lead agency in monitoring, reporting and analysis ;
  • Support advocacy and resource mobilization ;
  • Ensure application of standards ;
  • Ensure emergency preparedness ;
  • Undertake training and capacity building.

Expériences / Formation du candidat :

  • Minimum 5 years of experience from working as a senior protection manager in a humanitarian/recovery context ;
  • Previous experience from working in complex and volatile contexts ;
  • Documented results related to the position’s responsibilities ;
  • Knowledge about own leadership skills/profile ;
  • Fluency in English, both written and verbal ;
  • Knowledge of the context of CAR is desirable ;
  • Proven capacity in protection ;
  • Experience with previous protection co-lead position is an advantage.

Salaire / Indemnité :

  • Commencement: February 2019 ;
  • Duration: 12 months ;
  • Salary/benefits: According to NRC’s general directions and free housing of moderate standard ;
  • Grade: 8 in NRC’s grade structure ;
  • Duty station: Bangui , with travels upon request by Protection cluster lead. Bangui is a non-family posting. Travel outside Bangui is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest. International staff members are required to live in joint accommodation ;
