Médecins Sans Frontières (MSF) is an international medical and humanitarian association founded in 1971 that provides assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflicts. They do so irrespective of race, religion, creed or political convictions. MSF is present in more than 60 countries worldwide.

MSF is looking for a: Intersectional Host Country Agreement Representative, Juba, South Sudan (M/F)

Context: In Juba, under the hierarchical responsibility of the Head of Mission of MSF-France and the technical responsibility of the Legal Department in our Head Quarters, with the support of the Humanitarian Advocacy and Representation Team (HART), you will work in close coordination with all Heads of Missions (HoMs) and coordinators of all sections of MSF and our Intersectional Communications Adviser, in South Sudan.

In 2014, MSF negotiated and signed a Host Country Agreement (HCA) with the Ministry of Foreign Affairs’ Undersecretary in order to mitigate the impact of the situation in the country on our activities as in recent years, MSF has faced increasing legal and administrative challenges. The context is extremely volatile and the political environment is ever-changing. Our HCA has not been acknowledged by all ministries and administrations. There are differing opinions on his standing, which remains at the behest of individuals’ interpretations. Our objective remains to seek for a valid and fully implemented HCA.

Mission

Your main objectives are to safeguard and facilitate our operations and support all sections of MSF in the country with legal and strategic advice, in regards to the HCA.

Implementation of the HCA:

  • continue to develop and secure practical validation and implementation of the HCA;
  • undertake actor mapping and stakeholders’ analysis in order to provide strategic guidance and support for the management of relations with authorities and for national-level organizational positioning, ensure a coordinated networking, facilitation of contacts, and keep the institutional memory of the negotiations and contacts with the local authorities;
  • develop, implement and maintain a networking engagement strategy with local authorities with the objective of having the HCA recognized and potential legal and administrative litigation resolved smoothly;
  • develop and facilitate networks and representation towards local institutions, international organizations and NGOs;
  • develop and implement a communication strategy;
  • monitor opportunities and take active measures to empower the HCA or foster MSF’s networking;
  • streamline processes related to HR, Finance and Log/Supply linked to the HCA across all sections of MSF in the country;
  • enhance and strengthen MSF on an intersectional level to ensure a common representation;
  • prepare regular reports and meetings;

Legal Support related to the HCA:

  • monitor and provide updates on the evolution of applicable laws and regulations and related impact;
  • maintain coherence among all our sections concerning the legal framework;
  • prepare and update a risk analysis including legal and administrative potential blockages;
  • develop, guide and implement recommendations and mitigation and adherence strategies to ensure efficient and unhindered implementation of our operations;
  • support all our sections with legal advice and facilitate the communication among the coordinators and the Intersectional Legal Department in our Head Quarters;
  • ensure our compliance with reporting obligations.

Qualités requises

You have good presentation, negotiation, diplomatic, strong communication, networking and analytical skills.

You are solution-oriented, highly autonomous and able to quickly understand the context/issues, with good ability to listen, to be persuasive and to work in a multi-disciplinary and multi-cultural environment.

Salary conditions : field contract, status and remuneration according to the MSF salary grid and according to your seniority and experience. 12 months based in Juba, South Sudan.

 

Starting date : as soon as possible.

Legal background with previous advocacy, networking and field experience, required.

Previous MSF experience will be an asset.
