For more than 40 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. 

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.  

MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment. 

Following a regional fact-finding mission in the neighbouring countries of Ukraine to assess the needs of people displaced by the conflict, MdM Moldova was registered in June 2022 to respond to the health and psychological needs of people in Moldova affected by the war. Current activities include health promotion, individual and group psychosocial support sessions for Ukrainian refugees, as well as targeted psychosocial support for Ukrainian and Moldovan NGO responders working on the Ukrainian crisis in Moldova. MdM Moldova has secured funding to support improved quality health service delivery at 8 health facilities and surrounding communities, identified in collaboration with the Ministry of Health; furthermore, MdM Moldova will contribute to improving emergency preparedness efforts, in line with national contingency plans, through partnership with a Moldovan medical university. MdM Moldova activities will include a range of health and mental health and psychosocial support services, including support to community mental health centers, provision of mental health services within refugee accommodation centers and local communities, and psychosocial support to volunteers or other Moldovans who are serving refugee communities.

 

TASKS AND RESPONSIBILITIES:

You are in charge of the design, implementation, follow-up and supervision of the different Mental Health and Psycho-Social Support (MHPSS) activities in Moldova. You will be responsible of:

  • Designing MHPSS activities based on on-ground field assessment, gap analysis and actors mapping in accordance with international standards and MdM MHPSS Frameworks
  • Supporting the inclusion of social and psychological considerations in programming, evaluating the needs and designing activities in a cross-cutting approach, working closely with other sectors
  • Ensuring strategic management of MHPSS program component in Moldova
  • Ensuring close coordination with UN agencies, NGOs, MHPSS local partners and local authorities in MdM area of intervention

MHPSS program management

  • Drive the MHPSS and technical aspects in the development of MdM’s strategy
  • Ensure a proper design of MHPSS program activities in all MdM areas of intervention in Moldova
  • Ensure that MHPSS program design is cultural-adapted and activities are prioritized according to the identified needs
  • Analyse the MHPSS data received on a weekly basis and provide feedback to the coordination team and partners
  • Ensure technical supervision of the MHPSS teams for monitoring the quality of delivered services
  • Ensure that the MHPSS program reacts to any change by adapting if necessary
  • Co-operate with the administration team regarding budgeting

Team Management/Capacity building 

  • Participate to the recruitment of the staff under his/her technical management
  • Ensure proper induction and capacity building to the team
  • Train and support relevant staff for approach of both refugees and volunteers/medical staff working with refugees
  • Train the relevant staff on the referral system and the reporting tools
  • Train new staff, provide guidelines and tools when a new recruitment takes place
  • Organise and conduct regular department meetings
  • Define, roll out and supervise the whistleblowing policy and tools

 Coordination with NGOs/local associations and representation

  • Participate to the different MHPSS meetings, playing a key role in any relevant MHPSS coordination mechanisms
  • Establish and maintain good relationship with MoH/ to ensure all project activities are carried out with their agreement
  • Liaise with the legal or appointed MHPSS authorities in the focused governorates where MdM is presently working
  • Ensure coordination and work in close collaboration with partners
  • Evaluate the needs and request of our partners
  • Coordinate at the MHPSS cluster meetings at national level

Reporting

  • Collect data from the different bases and provide regular analysis
  • Contribute to internal quantitative and qualitative reporting
  • Propose adaptations regarding the program if needed
  • Represent MdM in relevant external meetings including but not limited to MH clusters and working groups
  • Participate to any assessment needed to develop MdM program and MH activities

 

CONDITIONS OF EMPLOYMENT:

Status : Employee Contract : Fixed-term contract
Duration : 6 months

Starting date: as soon as possible
Gross monthly salary: 2 940 euros
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)

Guesthouse housing
22.5 RTT (recovery days) per year
5 weeks of paid leaves per year
Health insurance (60% covered by MdM and 40% by the employee)

Teleworking agreement for positions eligible to telework: 110 days/year (2.5 days teleworking on average per week) with a minimum of 1 day per week onsite

SKILLS AND EXPERIENCE NEEDED:

  • Mental health professional (psychologist, etc.)
  • Master’s in Public Health is desirable
  • Minimum 1 year experience of work in MHPSS programs in humanitarian emergencies/context with both individual counselling and Psycho-
  • Social Support activities
  • Experience to build up local partnerships
  • Training in transcultural approach is highly desirable
  • Knowledge of public health issues
  • Good training abilities
  • Capacity to create relationships with the communities
  • Ability to create tools and monitoring process
  • Previous supervisory and management experience
  • Understand a healthcare system (including organisation, curriculum of medical/MHPSS profiles and national healthcare programmes) and summarise the broad outlines
  • Excellent knowledge of Windows environment (word, excel)
  • Languages : English mandatory (spoken and written), Romanian and/or Russian is a strong asset
