Result of Service

The overall goal of the study is to promote the implementation of the SDGs in Guinea Bissau by analysing and proposing key transformative investment for the acceleration of the SDGs and 2030 Agenda, with the objectives to:

  •  Develop conceptual framework for SDG integration adapted to the context of Guinea-Bissau and working definition to guide Outcome Groups in facilitating Joint Program development
  •  Analyse the SDGs as an integrated and indivisible set of goals and targets across the environment, social and economic systems informing the implementation of the UNSDCF 2022-2026
  •  Analyse critical interconnections between SDG goals and targets across sectors, levels of government and social groups in society
  •  Identify leverage points in SDG-led interventions and programs and their synergies
  •  Propose key accelerators that will significantly transform the achievement of the SDGs and the pledge to leave no one behind, including gender and human rights
  •  Quantify the investment needed to achieve the SDGs under various policy scenarios
  •  Analyse the barriers and opportunities to implement the transformative investments
  •  Propose operational definition for SDG integration and recommendations to the government and UNCT on how to strengthen programming for the achievement of the SDGs in Guinea Bissau.

Duties and Responsibilities

Organizational Setting and Reporting

As a set of interconnected globally agreed goals and targets, the Sustainable Development Goals (SDGs) are the reference universal guidepost for transitioning the world towards a sustainable development path. How the 17 SDGs interact together remain key to implement the 2030 Agenda in particular prioritizing interventions in ways that are effective, coherent, and integrated in different contexts. This requires a shift from ‘’business as usual’’ siloed approaches towards integrated policy analysis that examines the complex system that continues to create conditions for unsustainable development practices and outcomes in countries (Voulvoulis, et al., 2022). The integrated, indivisible, and interconnected nature of the SDGs distinguishes them from their predecessor, the Millennium Development Goals (MDGs), which were sector-based, and mainly targeted towards developing countries, and inadequately balanced the social, economic and environmental dimensions of sustainable development (Hajer, et al., 2015). In fact, the SDGs translate in practice, the role played by policy integration in driving forward sustainable development in countries (UN, 2015) .
The UN reform therefore prescribe systems-level thinking and SDG integration to guide country work. Whilst significant progress has been made towards the implementation of the institutional dimension of the reform, substantive aspects in particular, SDG integration remain a challenge. A recent report by the German Development Institute found little evidence of a systematic repositioning of UNDS in country through integrated policy advise for the achievement of the SDGs. Essentially there is limited understanding of the meaning and practice of SDG integration across UN entities and contexts. Integration remains an implied concept rather than a clearly articulated and shared framework which is applied systematically for transformational change. There is increasingly growing evidence through studies that shows key gaps in SDG implementation in countries including assessment of interlinkages, trade-offs, and synergies between targets. Gaps are evidently visible in the adoption of systems thinking and integrated analytical approaches and models. Whereas the new generation of Common Country Analysis (CCA) is required to adopt systems thinking approach in their formulation, the identification of accelerator initiatives using systems integrated tools remain limited.
Towards achievement of this approach, Guinea Bissau has recorded some progress in the implementation of the National Development Plan 2020-2023 . The UNCT has started implementing the UNSDCF 2022-2026 as the primary instrument to support the Government to achieve the national development priorities and the SDGs. However, post-COVID-19 economic recovery efforts coupled with the adverse socio-economic impact of the war in Ukraine as well as climate change continue to present new challenges underscoring, the imperative need to pursue national development priorities and SDGs more strategically. Despite progress reported in the recent Voluntary National Review, the latter equally underscored critical gaps in integrated policy planning, programming, and financing. Arguably, there that are based on evidence and accurate data. There is limited foresight analysis of plausible policy scenarios and pathways for planning backward from the SDG goals and targets. Identifying evidence-based accelerators with multiplier and transformative impact on a wider scale across all SDGs, remains crucial. The key levers for transformational change are the areas where targeted investment could have direct positive impact on the development of other priorities. The UNCT is therefore commissioning a study: SDG Integration in Guinea-Bissau: Key levers for a Transformational Change.

The hypothesis to guide the study is that leverage points in SDG-informed interventions and interactions between SDG targets together have the most transformative and accelerating impacts on the achievement of the SDGs and progress towards the 2030 Agenda in Guinea Bissau.

 

III. Methodology

The study will adopt a qualitative and quantitative approach. The qualitative methodology will include desk review and interviews. It will also use social network analysis and foresight analysis tools. It will primarily apply a systems-thinking dynamic approach to simulate policy scenarios, identify accelerators, and quantify investment for effective SDG integration. Specifically, it will develop or adapt a system dynamics simulation model including the iSDG to the context of Guinea Bissau. The iSDG model is a policy simulation tool designed to help policy makers and other stakeholders make sense of the complex web of interconnections between the SDGs. Unlike databases and indexes that provide a measure of where a country stands, iSDG focuses on the dynamic interactions within the SDG system to reveal the best paths and progression towards achieving the SDGs.

Under the direct supervision of the Economist, Resident Coordinator Office and guidance of Resident Coordinator, UNCT, the international consultant will:

  •  Draft the national profile for the system dynamics integrated model, describing the macroeconomic, social, environmental and policy and institutional landscape of Guinea Bissau using a range of variables and SDG indicators
  •  Develop an analytical framework for selecting and defining the appropriate models and tools for policy simulation
  •  Work with a local partner institution (Instituto Nacional de Estudos e Pesquisa INEP) to customize the model for Guinea-Bissau that conducts multiple simulations and integrated scenario analysis of policy options to achieve the NDP, SDG and Agenda 2063 goals
  •  Conduct a dynamic, integrated policy analysis across the SDG sectors, including annualised indicator targets over the remaining of the agenda 2030 and synergy and analysis across the areas of interventions
  •  Estimate the investment needs until 2030 to achieve the SDGs under different scenarios
  •  Identify, analyse, and select SDG accelerator interventions and formulate and simulate credible pathways towards targets
  •  Train national technical staff on the use of system dynamics integrated policy simulation model (iSDG-Guinea Bissau) to conduct policy analysis
  •  Present to the UNCT and Government partners on the report findings

 

Qualifications/special skills

  •  An advanced degree in social sciences and development studies is required. A first level degree with additional two years of qualifying experience may be accepted in lieu of advanced degree.
  • A minimum of 10 years professional experience in the development planning and project implementation is required
  • Demonstrated experience and knowledge of conducting policy analysis using integrated simulation models is required
  • Experience with iSDG model is desirable
  • Knowledge of UN system/international organization is desirable
  • Demonstrated ability to prepare and present analytical and reports is desirable

 

Languages

Fluency in Oral and Written English and French is required . Working knowledge of Portuguese desirable.
