I. Organizational Context and Purpose for the job :

The humanitarian crisis in the Central African Republic (CAR), which has been ongoing since 2013, is among the largest in the world according to the proportion of affected population. With 664,000 internally displaced people and 735,000 refugees, one in four Central Africans have fled conflict. An estimated 3.1 million people including 1.4 million children are expected to need humanitarian assistance in 2022, representing 63% of the population.

UNICEF’s humanitarian response in CAR relies on close collaboration with partners and community networks in the country’s most troubled areas, the use of pre-positioned supplies and UNICEF’s network of five offices. It prioritizes child-centered, life-saving interventions and risk reduction to support IDPs, returnees and host communities impacted by the enduring crisis, recurring epidemics, and natural disasters.

 

Job organizational context :

The Emergency Specialist reports to the Chief Field Operations.

 

Purpose for the job :

Under the guidance and supervision of the Chief Field Operations, the Emergency Specialist works in close collaboration with the programme sections in a range of emergency preparedness and response functions and supports the work of the four Field Offices. He/she ensures the country office’s (CO) compliance with UNICEF’s Emergency Preparedness Procedure (EPP). He/she provides support for the planning, coordination, implementation and monitoring of the emergency interventions to ensure the survival and well-being of children, women and communities affected by an emergency, in accordance with UNICEF’s revised Core Commitments for Children (CCCs). He/she also provides support to the Chief Field Operations in the management of field operations, within the framework of the CO’s Management and accountability framework for the field offices.

 

II. How can you make a difference?

  1. Emergency Preparedness :
  • Ensures CO compliance with UNICEF’s Emergency Preparedness Procedure (EPP) including through periodic review of the risks, scenarios and response plan, and the updating of the online EPP platform ;
  • Supports the implementation of emergency preparedness measures to strengthen preparedness and response mechanisms in the country ;
  • Monitors implementation of preparedness actions and compliance of all sectors with the contingency plan defined in accordance with the EPP ;
  • Ensures regular analysis of the humanitarian situation and maintains contacts with key actors and stakeholders in the humanitarian sector to support this analysis ;
  • Participates as needed in humanitarian and recovery coordination mechanisms and keeps management informed of new humanitarian developments in the country ;
  • Supports the preparation of sectoral inputs for the country programme document, annual work plans etc.
  1. Emergency Response :
  • In the event of a new humanitarian emergency, in close coordination with UNICEF programme sections and field offices as well as interagency mechanisms, leads or participates in needs assessments to determine priorities and an appropriate intervention by UNICEF, with special regard to the survival, protection and wellbeing of children, adolescents and women ;
  • Supports / leads internal coordination of emergency response in the field as needed, in support of field offices teams ;
  • Supports / leads internal Emergency Committee meetings as required to ensure effective internal coordination of UNICEF’s responses to new humanitarian emergencies ;
  • Participates in external coordination meetings as required ;
  • Coordinates the drafting of emergency sitreps, flash updates, talking points etc. ;
  • Support as needed the design, coordination, writing, and quality control of humanitarian project proposals (including CERF, Humanitarian Fund) ;
  • In coordination with the programme sections and field offices, supports the preparation of the yearly Humanitarian Action for Children (HAC) appeal ;
  • Coordinates the preparation of the CAR CO HAC sitreps and ensures quality control and timeliness.
  1. Field Operations / others :
  • Supports the implementation of the CO’s Management and accountability framework for the Field Offices, as well as its periodic review and updatingSupport as needed the zonal offices’ interactions with Bangui-based support services and program ;
  • Supports as needed the field offices’ interactions with Bangui-based support services and programme sections ;
  • Support the Chief Field Operations with internal coordination, budget and grant management, partnership contracting processes and participation to internal governance mechanisms ;
  • Act as OiC in the absence of the Chief Field Operations ;
  • Undertake other tasks and duties as might be required to support the work of the Emergency and field operations section.

 

III. Impact of Results :

  • Robust preparedness impacts the scale and timeliness of emergency response ;
  • Efficient and effective coordination (including in the field) impacts the timeliness, relevance, quality and accountability of UNICEF emergency response ;
  • Efficient and effective management support impact the functioning of the field offices and of the Field Operations and Emergency sections ;
  • All of the above in turn contributes to enabling the efficient and effective delivery of UNICEF mandate for children, especially in humanitarian contexts, contributing to save the lives of conflict-affected children.

 

To qualify as an advocate for every child you will have…

Education :  

  • Advanced University degree in one of the following fields : social sciences, public administration, international law, public health, nutrition, international relations, business administration or other related discipline ;
  • A first university degree with additional two-years of relevant work experience is acceptable in lieu of an advanced university degree.

Experience :  

  • Five years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration ;
  • Developing country work experience ;
  • Specialized training/experience in emergency response management ;
  • Familiarity with Central African Republic is an added asset.

Language Requirements : Fluency in French and English (oral and written). Knowledge of another official UN language or local language of the duty station is considered as an asset.
