The Democratic Republic of Congo (DRC) is facing one of the world’s most complex and protracted crisis in the east of the country. Millions of children are bearing the brunt of an escalation in armed conflict and recurrent disease outbreaks further exacerbating chronic poverty and systemic weaknesses.

The Communication Specialist will report directly to the Chief of Communication, Advocacy and Partnerships (CAP) and be responsible for developing and implementing UNICEF DRC’s CAP strategies in the east of the country, overseeing production of high-quality videos, photos, and human-interest stories for UNICEF DRC’s website and social media platforms, implementing the media engagement strategy, leading on advocacy strategies and engagement with partners, and ensuring donor visibility. This position has a significant reporting component.

How can you make a difference?

Key tasks and responsibilities :

  • Ensure the Goma Field Office  has a clear communications strategy and associated work plan to get children’s issues into the public domain, strengthen political will in support of UNICEF’s mission and objectives, and enhance the organization’s credibility and brand.
  • Develop and implement a media engagement plan that aligns with UNICEF DRC’s  communication strategy; develop and maintain a contact list of journalists and media outlets covering all media; regularly engage with international, national and local  media to promote the work of UNICEF DRC and its partners; organize and coordinate  media briefings and media visits to UNICEF DRC’s project sites.
  • Develop and implement a content production plan and oversee the production of high-quality videos, photos, human-interest stories and social media posts that align with UNICEF DRC’s  communication strategy. Work with external vendors and partners as required to produce high-quality content that aligns with UNICEF Nigeria’s brand guidelines and editorial standards.
  • Ensure the Goma Field Office has a well maintained and continually developed contact list of individuals, groups, organizations and fora whose support is essential to or can assist in achieving communication and  advocacy objectives. Effective working relationships with other UN agencies and UN communication counterparts are developed, maintained and enhanced.
  • Work with relevant sections to contribute to the preparation of high-quality concept notes, funding proposals and donor reports by standardizing formats, and contents and ensuring adherence to donor requirements. Provide quality assurance of proposals and reports. This includes gathering information, consolidation, editing, layout and branding all required reports which include donor reports, specific thematic reports, and consolidated emergency reports.
  • Manage celebrity visits and special events for nationally known personalities who have been identified to engage in and support UNICEF’s activities.
  • Ensure there is  an effective process in place for integrating and taking action on UNICEF’s global and national communications priorities, campaigns and partnerships, and ensuring this is executed in a locally appropriate manner.
  •  Support country-level fund-raising activities and the implementation of UNICEF DRC’s donor visibility plan in  alignment with the country office communication strategy and donor recognition guidelines.
  •  Promote every child’s right to participation; encourage and empower children to express their views and act on issues that affect them by activating discussions, convening youth forums, and supporting UNICEF’s network of child reporters.
  •  Oversee the United Nations Volunteers (UNVs) working for the CAP team in Goma. Participate in management of financial resources (budget planning, management and monitoring).
  •  Communication baselines are established against which the achievement of objectives of the communication strategy are regularly evaluated; analysis is undertaken to continuously improve the effectiveness of communication strategy and activities; results and reports are prepared and shared.
  • The Chief of Field Office and the Programme team  are provided with professional expertise and advice on all aspects of external relations communication as required.

To qualify as an advocate for every child you will have…

Education

Advanced university degree in communications, journalism, public relations, public affairs, corporate communications or any other relevant field. (*A first university degree combined with 2 additional years of professional experience may be accepted in lieu of an advanced university degree).

Work Experience

Five years of progressively responsible and relevant professional work experience in communication, print, broadcast, and/or new media.

National and international work experience. Background/familiarity with emergency situations.

Language Proficiency 

Fluency in English or French is required along with working knowledge of the other.
