Scope of Work:

The global youth at the Pre-Summit Meeting, June 2022, at UNISECO Headquarters in Paris, France and at the subsequent transforming Education Summit, in September 2022 at the UN Headquarters in New York, called on young people to be recognized ‘not as passive beneficiaries but as partners and collaborators every step of’ transforming the education systems to attain the Sustainable Development Goals related to education and development.
Inspired by young people for making positive change, UNICEF’s Education and Adolescent Development and Participation (ADAP) team’s Youth-Led Action for Transforming Education Programme aims to support young people with improved knowledge, skills, and capacities to successfully bring about positive change in their lives and in their communities.
The Education sector is in a global crisis – one of equity and inclusion, quality and relevance. Progress towards the education-related Sustainable Development Goals is off track and this crisis is having a devastating impact on the future of children and youth worldwide and Namibia is no exception If unaddressed, its negative impacts on our collective pursuit of peace, justice, human rights and sustainable development will be felt for decades to come.
From successful advocacy on budget allocations to ensuring more equitable local polices on education, young people around the world are already making change for a better today, and tomorrow and are called upon to join hands and strengthen action at community and national level.
The Youth-Led Action Transforming Education Programme will help young people hold leaders accountable to their commitments taken at the Transforming Education Summit (TES). The Ministry of Education, Arts and Culture held the 2022 National Conference on Education in August 2022, where the youth recommended that government supports the youth to take the lead in transforming education in Namibia.
The Programme will support young education advocates through a journey to influence national education policies focused on awareness and advocacy, policy negotiation, strengthening of a youth led movement and programmes at national, regional and community levels.
UNICEF will do by building the knowledge, skills, capacities and ally ships necessary for young advocates to influence and succeed as changemakers for transforming education.

 

How can you make a difference?

The consultant will undertake the following tasks to achieve the objective of the assignment:

1. Identify national processes for policies/strategy/plans on transforming education and network with stakeholders. These can be Education National Policies, Sector Plans, or local strategies for education but also other policies that will have an influence on education (e.g. youth employment, digitalization policy).

2. Map youth organizations/key individuals active on transforming education advocacy.

3. Establish a partnership and coordination team of youth organizations to conduct transforming policy advocacy.
4. Leverage community, civil society & government professional ties to create a partnership for successful advocacy.
5. Attend capacity building sessions organized by UNICEF HQ team with SDG4 Youth Network.
6. Develop an advocacy plan, consisting of awareness and advocacy, policy negotiation and strengthening of a youth movement.
7. Coordinate the implementation of the advocacy plan.
8. Conduct policy negotiation on transforming education.
9. Connect with other youth leaders in other countries conducting similar activities to share best practices.
10. Organize a local consultation on youth and transforming education. In addition to influencing policies, this advocacy journey will bring a lot of experiences and learning. At the end of the consultancy the consultant will organize a meeting to take stock of the process and agree on way forward.

1.  Agree with UNICEF country office on expected results and define a work plan.
Short description: UNICEF CO has a vision for youth engagement in transforming education. In occasion of one/two meetings, an appointed focal point at UNICEF CO will explain its vision and expectations from the consultancy as well as the support that UNICEF will provide to the consultant. The consultant will maintain contact over the consultancy duration and agree as relevant on updates of the plan.
For networking of young advocates, UNICEF will broker with key stakeholders for these policies. Young coordinator will also rely on their connections. Networking should start as soon as policy is identified and continue throughout the consultancy.

Short description: Transforming education individual advocates or organizations are probably already active in the country. It is very important that the work of this consultancy supports the work of already existing initiatives.

4.  Establish a partnership and coordination team of youth organizations to conduct transforming policy advocacy.
Short description: Advocacy activities will have to be coordinated among the different youth organizations and individuals that agree to collaborate. The consultant will establish a coordination team or, if a coordination mechanism already exists, the consultant will join existing team and provide support as needed.
The coordinator will leverage community, civil society & government professional ties to create a partnership for successful advocacy.

5.  Attend capacity building sessions organized by UNICEF HQ team with SDG4 Youth Network.
Short description: 6 modules (about 3 hours each) will be provided by UNICEF HQ on theory and planning for Awareness raising and Advocacy, Policy Negotiation and Strengthening of a youth movement. The consultant will attend the training inviting 2 other advocates who will then work together to develop action plans.

6.  Develop an advocacy plan.
Short description: The plan (consisting of Awareness and Advocacy, Policy negotiation and Strengthening of a youth movement), will be developed together with the coordination team composed by the coordinator and the other young advocates from the country who attended the training.

7.  Coordinate the implementation of the advocacy plan.
Short description: Since the implementation of the advocacy plan will be a collaborative effort of various youth organizations, the consultant will coordinate this work

8.  Conduct policy negotiation on transforming education.
Short description: UNICEF will facilitate “a sit at the table” where policies/strategies/plans are developed. From the onset of the consultancy, policy work will start, initially on a light modality and then become more substantial by involving youth organizations and entering more detailed input. This is when the focus moves from advocacy to policy work, i.e. giving input in the process. The modalities, the timing and who gets these sits will be agreed with the counterparts, it can be the consultant or other members of the coordination team. UNICEF will play the role of convener and remain vigilant that inputs of transforming education activists are taken into consideration.

9.  Connect with colleagues in other countries.
Short description: this consultancy will happen in a total of 7 countries. The consultant will attend coordination meetings and “cliniques” organized by UNICEF HQ and SDG4 Youth Network. The consultant will also, on a need and spontaneous basis, be in touch with the other consultants in other countries

10.  Feedback to the youth constituency.
Short description: The policy work is not a linear process. It is important that the consultant keeps the coordination team of youth organizations and in general the youth activists who are engaged in the advocacy updated and in return that s/he gets suggestions on how to proceed.

11.  Organize a local consultation on youth and transforming education. In addition to influencing policies, this advocacy journey will bring a lot of experiences and learning. To qualify as an advocate for every child you will have…

  • Bachelor’s degree in education, communication, social, political science, or closely related field.
  • A minimum of 2 years of experience on programmes related to advocacy for education
  • Experience advocating transforming education at national or international level (as part of a youth organization).
  • Experience in training delivery.
  • Demonstrated expertise in advocacy on transforming education.
  • Strong coordination, interpersonal, teamwork and drive for results skills.
  • Strong writing skills.
  • Fluency in English essential (verbal and written).

Administrative issues:
The selection and conditions of service of consultant will be governed by and subject to UNICEF’s Policies and General Terms and Conditions for individual consultants/contractors.

No contract may commence unless the contract is signed by both UNICEF and the consultant/contractor.
Consultant/Contractor will be required to complete mandatory online courses (e.g. Ethics, Prevention of Sexual Exploitation and Abuse and Security) upon receipt of offer and before the signature of contract.

Consultant/Contractor will be required to sign the Health Statement for consultants/contractors and to share an applicable proof of health insurance prior to taking up the assignment. Consultant/Contractor will provide their own transportation for the duration of this consultancy UNICEF will not be responsible for transportation costs or arrangements related to travel for this consultancy.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
